The results of this survey
indicated that no major restrictions within the LFG collection system currently exist and all
accessible extraction wells are receiving adequate vacuum.
LFG Blower/Flare Station (BFS)
Visual observations and testing of the LFG BFS was conducted on May 5, 8, 13, 16, 23 and 31,
2006. During these visits, operating parameters are monitored and mechanical and electrical
components are checked for workability. Throughout the reporting period, the BFS was set to
operate continuously. BFS data is shown in Table 4.
SCS understands the BFS operated as programmed throughout the reporting period with the
exception of the following scheduled shutdown:
• On May 23, 2006, SCS shutdown the BFS to switch operation of the LFG blowers and
clean the flame scanner components. Upon completion of this work, the BFS was
restarted and normal operation verified.
On May 16, 2006, SCS performed monthly BFS Condensate Storage Tank Carbon Vent VOC
breakthrough testing. Photo Ionization Detector(PID) results indicated that no VOC's were
detected at the inlet and outlet of the carbon vent.
In addition, as previously reported, SCS observed several areas of paint on the upper portion of
the flare stack, which have begun to discolor and/or flake off the exterior surface. SCS will
continue to inspect these areas and make further recommendations as necessary.
Finally, during the reporting period, the flare exit gas temperature was observed to remain above
the SJVAPCD 1400 degree Fahrenheit prescribed operating criteria. The lowest flare exit gas
temperature observed by SCS during our site visits was approximately 1480 degrees Fahrenheit.
All other operating parameters remained within acceptable operating limits.
Site Surface Observation
Visual observation of the landfill surface along the extent of the extraction system is also
performed on a monthly basis. Observations for erosion, surface cracks (that might allow LFG to
escape or promote air intrusion) and settlement around wells, laterals and main pipelines are
conducted.
