Ms. Christina Carbajal
July 19, 2006
Page 5
are checked for workability. Throughout the reporting period, the BFS was set to operate
continuously. BFS data is shown in Table 3. SCS understands the BFS operated as programmed
throughout the reporting period.
On June 14, 2006, SCS performed monthly BFS Condensate Storage Tank Carbon.Vent VOC
breakthrough testing. Photo Ionization Detector(PID)results indicated that no VOC's were
detected.at the inlet and outlet of the carbon vent.
Also,on June 15,2006, SCS as requested by Allied personnel assisted in the annual flare source
emissions testing as required by the SJVAPCD,which was performed by others.
In addition, as previously reported, SCS observed several areas of paint on.the upper portion.of the
flare stack, which have begun to discolor and/or flake off the exterior surface. SCS will continue
to inspect these areas and make further recommendations as necessary.
Finally, during the reporting period, the flare exit gas temperature was observed to remain above
the SJVAPCD 1400 degree Fahrenheit prescribed operating criteria. The lowest flare exit gas
temperature observed by SCS during our site visits was approximately 1525 degrees Fahrenheit.
All other operating parameters remainedwithin acceptable operating limits.
Site Surface Observation
Visual.observation of the landfill surface along the extent of the extraction system is also
performed on a monthly basis. Observations for erosion, surface cracks(that might allow LFG to
escape or promote air intrusion)and settlement around wells, laterals and main pipelines are
conducted.
During this reporting period, no settlement that might adversely impact(e.g.,allow condensate
accumulation such that a complete blockage could occur) the LFG collection system operation was
observed, with the exception of the previously mentioned area of flooding on the Austin section
side of the landfill.
Standard Provisions
This report addresses conditions at the subject site during the reporting period only. Accordingly,
we assume no responsibility for any changes that may occur subsequent to our monitoring Wbich
could affect the quantity of LFG at the subject site or adjacent properties. The client is responsible
for vmsuring that SCS and on-site personnel are the only parties designated to operate and adjust
the LFG systems.
