Forward Landfill, Solid Waste Facility Permit(SWFP)Soil Definition <br /> Dear Robert: <br /> This documents outlines the criteria used to define soil delivered to Forward Landfill as <br /> either "Contaminated Soil" (waste that counts against the SWFP tonnage cap), or "Soil <br /> Material" (also referred to as "Clean Soil,") that does not count against the tonnage cap. <br /> We are submitting letter to you, as suggested in a meeting with you and CIWM B <br /> representatives, in an effort to resolve our past differences of opinion as to what types of <br /> soil materials should count towards the SWFP tonnage cap, and which should not. It is <br /> important to note that Forward Landfill personnel have been reporting contaminated soil <br /> as "Class 1I Soil." You have advised us that this subject is now only an SWFP-tonnage- <br /> cap issue that is not related to water quality concerns. Since the Class IT designation for <br /> soil, or any other material proposed For disposal at Forward Landfill, is a water quality <br /> issue, using a term, other than"Class II Soil,"is probably appropriate. For the remainder <br /> of this letter, the term "Contaminated Soil,".will be used to identify soil that we are <br /> willing to agree should count against the SWFP tonnage cap and "Clean Soil,".to identify <br /> soil that does not count against the tonnage cap_ <br /> Contaminated Soil may be diverted from disposal and used for such beneficial uses as <br /> daily and intermediate cover, road and cellconstruction, drainage and. grading <br /> improvements, gas system construction or tipping pad construction. If a particular load, <br /> or"batch"of Contaminated Soil (aka"project,"or"event job") is not a Class 1J waste(ie. <br /> "Designated Waste'), as detennined by the Regional Water Quality Control Board <br /> (RWQCB), then it could be used outside of the lined cell but would still be counted <br /> against the daily tonnage cap. Forward Landfill personnel may use CIean Soil.for any <br /> use including those listed for Contaminated Soil, either inside or outside a lined cell. <br /> Basically, there are three criteria that Forward Landfill personnel will use to determine if <br /> soil is Clean Soil or Contaminated Soil. The following text discusses these criteria in <br /> more detail.
