jan-zi , zuuo s: iurm i4o.uzuo r. w o
Soil Evaluation Process
Soils proposed for delivery to Forward Landfill are subject to a specific review and
evaluation process. The objective of this process is to determine(1) the suitability of the
soil.for delivery to Forward Landfill (i.e., is the soil a hazardous waste that the landfill
should not accept?) and(2), the proper reporting category for the soil (ix. Contaminated
Soil or.Clean Soil)_
Typically, the generator is responsible for sampling and analyzing the soil for suspected
contaminants and submitting the description of the soil (the profile) to Forward Landfill
personnel for review and evaluation. Generators are required to fill out a Waste Profile
Form that describes the origin of the material and what types of contaminants are
anticipated to be present (ie. hydrocarbons, inorganics or organic compounds). This
information is then reviewed by local and corporate waste approval personnel to ensure
that the proper analytical tests have been run to adequately characterize the material.
Once material is deemed acceptable at the facility, the generator is given manifests for
each load of material that contain tracking codes so our system can track how much
material carne from a given project and ensure that only approved materials are delivered
to the facility.
Soil Definitions
As mentioned above, Forward Landfill personnel will use three criteria to define soils
accepted at the landfill. These are:
• LEA limits for Clean Soil Levels for Inorganics
• Bay Area Air Quality Control Board(BAAQMD)Regulation 8,Rule 40
• Physical Characteristics
We discuss each criterion in more detail below:
LEA Clean Soil Levels for Inortanics
The LEA Clean Soil Levels for Inorganics are listed below:
LEA Clean Soil Levels (mo)
• Cadmium 0.05
® Chromium(VI) 0.5
. Copper 20 - --
® Lead 1.5
■ Mercury 0.02
2
