The clay pad is rebuilt <br /> to its original thickness after each drying cycle. <br /> Forward may decide to use sludge as an alternative daily cover (ADC) as <br /> allowed by 27 CCR, Section 20690(b)(4). The LEA will be notified prior to the <br /> use of sludge as an ADC. <br /> Current sludge operations consist only of direct disposal in the landfill or drying <br /> and disposing of sludge in permitted units. To allow recovery and secondary use <br /> of sludge as alternative cover or other soil amendments, the sludge must be <br /> processed and treated using various available methods to meet the applicable <br /> regulatory standards. <br /> Future sludge treatment may include processes that will be mandated by the final <br /> application. Methods using centrifuges are a possibility. Other processing <br /> treatments will be evaluated as they are developed. The proposed processes will <br /> be discussed with the appropriate regulatory agencies before their use. <br /> 6.4.8.3 ASBESTOS DISPOSAL METHODS <br /> The existing Forward Landfill handles and disposes asbestos containing waste <br /> ACW in accordance with all applicable federal and state regulations. Forward's <br /> ACW` Identification Number is EPA I.D. #CAL000190080. <br /> The health and safety of Forward employees and all persons involved in the <br /> disposal of asbestos at the landfill is provided through responsible site operations <br /> and employee medical surveillance. The air, groundwater, and soil monitoring <br /> systems at the Forward Landfill have been designed, operated, and maintained for <br /> optimal environmental protection. Forward regularly evaluates its asbestos- <br /> handling procedures and, as needed, upgrades the site operations and standards <br /> to exceed those required by local, state, and federal regulations. <br /> The control program for managing ACW at the Forward Landfill consists of a <br /> number of integrated procedures. Initially (prior to delivery), the generator, or <br /> transporter, must submit information characterizing the ACW to the Technical <br /> Service Manager/Special Waste Liaison (TSM/SWL). In addition, the <br /> generator/transporter certifies that this information is representative of the material <br /> proposed for disposal at Forward Landfill.
