If the <br /> ACW is acceptable, the TSM/SWL will issue an approval number for that specific, <br /> discrete quantity of ACW. <br /> The delivery of all ACW to the Forward Landfill must be scheduled at least <br /> 24 hours in advance by the generator or transporter. Upon arrival at the landfill, <br /> the transporter must provide the proper documentation, including a completed <br /> Uniform Hazardous Waste Manifest and required notification (including 22 CCR <br /> Section 66268.7) and certification forms, including the approval number issued by <br /> the TSM/SWL. The scalehouse attendant checks all documents for accuracy and <br /> completeness. If all documents are in order, the scalehouse attendant will give the <br /> transporter a Load Check Form and direct him to proceed to the working face. <br /> (NOTE: Scale house personnel give all drives Load Check Forms before allowing <br /> them to proceed to the working face.) The Load Check Form notes that the <br /> waste is ACW and documents the fact that the scale house attendant has checked <br /> all documents associated with that specific load and has approved the load for <br /> disposal. Absolutely no ACW is accepted unless the above.protocol has been <br /> satisfied. <br /> At the working face, all drivers must give the Load Check Form to the Load <br /> Checker before they are allowed to unload. The Load Checker reviews the <br /> information on the Load Check Form to verify that the load is acceptable for <br /> disposal and to confirm the type of waste in the load. The Load Checker then <br /> directs the driver to the designated ACW disposal area where the driver"tips" the <br /> load. The Load Checker also collects the Load Check Forms for filing and <br /> reconciliation with scale house records for the day. <br /> Forward receives ACW only in double bags that remain intact and requires <br /> generators/transporters to confirm that they have adequately wetted ACW in the <br /> bags prior to sealing (in conformance with 14 CCR 17897.19 (b)(2)(A)). Bagged <br /> ACW is dumped only onto the active working face of the asbestos disposal area <br /> and not onto the flat compacted landfill area. Before tipping of the ACW begins, <br /> the equipment operators stationed in the asbestos disposal area inspect the <br /> documentation to ensure that the paperwork corresponds to the asbestos load. <br /> As the ACW is being unloaded, landfill employees observe the waste for <br /> irregularities or materials that are not consistent with the hauler's manifest. in the <br /> event of an irregularity, the Load Checker is authorized to stop the driver from <br /> unloading.
