Job Description: The TSM/SWL performs technical review to assure that <br /> Forward Landfill accepts only that waste that is.allowed by our permit. This <br /> includes reviewing waste profile forms for special waste such as ACW, <br /> contaminated soil, sludge, etc. and laboratory analytical reports and MSDS that <br /> are submitted with the profile forms. The TSM/SWL reviews the lab reports to <br /> confirm that the waste being profiled is neither California nor RCRA hazardous <br /> (or has an exemption from the Department of Toxic Substance Control, like <br /> ACW). The TSM/SWL also checks to see that sufficient analytical testing has <br /> been preformed on the waste. The TSM/SWL works with clients to assist them <br /> with the profiling process, completing waste profiles and manifests, and selecting <br /> specific tests to be run on their waste. With regard to ACW, the TSM/SWL <br /> provides the initial technical review to determine if a specific quantity of waste is <br /> acceptable for disposal at Forward Landfill. If the ACW is acceptable, the <br /> TSM/SWL assigns an approval number to that specific discrete quantity of ACW <br /> and forwards the approval number to the scale house attendants. (NOTE: The <br /> TSM/SWL is the only job position involved in managing ACW that the <br /> Operations Manager does not supervise and direct.) <br /> Training: The TSM/SWL job requires a working knowledge of RCRA, and Title <br /> 22. Some familiarity with laboratory procedures and analytical methods is also <br /> required. In addition, the TSM/SWL must be familiar with applicable portions of <br /> Title 14 and Title 27. Since this is a professional technical position, Forward <br /> expects all applicants for this job to have sufficient knowledge of these items <br /> without needing additional training from Forward Landfill. The current TSM/SWL <br /> has obtained this knowledge by working in the environmental consulting <br /> industry for over three years prior to working for Forward Landfill, taking classes <br /> from Lion Technology on waste management(both RCRA and Title 22), taking <br /> classes from SWANA (MOLO Training etc.) and learning from other experts in <br /> the industry "on the job." In addition, the TSM/SWL must be familiar with <br /> Forward Landfill's SWFP, WDR, other permits, and operational requirements. <br /> Forward Landfill management personnel provide this through "on the job" <br /> training. This training is not documented. <br /> The Operations Manager conducts daily inspections of the current designated <br /> ACW disposal area and any past designated ACW disposal areas that have been <br /> active recently enough to warrant inspection.
