FIRST QUARTER 2007 GROUNDWATER TREATMENT FACILITY MONITORING REPORT <br /> FORWARD LANDFILL WDR ORDER NO.R5-2003-0080 <br /> The electrician is scheduled to replace the backup battery at EW-2,replace the control power <br /> circuit breakers at both extraction wells,and rewire the extraction well power supplies <br /> during the week of April 2,2007.The electrician will also replace the flow totalizer backup <br /> batteries at EW-1 and the main plant as preventive maintenance. <br /> During an inspection of the GTF on March 21,2007,EW-2 was observed to be cycling on <br /> and off. Shortly thereafter,water began Ieaking out of the wellhead vault at EW-2. On <br /> March 21,2007, EW-2 was shut off and the gate valve adjacent to EW-1 was closed to isolate <br /> the conveyance pipeline between EW-1 and EW-2. The CV Water Board was informed of the <br /> leak via e-mail on March 21,2007(Burke,2007,personal communication). EW-1 and the <br /> GTF continued operating until a power outage occurred on March 23,2007.The cause of the <br /> outage is unknown. The GTF was restarted on March 26,2007, and operated with EW-1 on <br /> and EW-2 off until the end of the quarter. <br /> The wellhead piping at EW-2 was inspected on March 29,2007. The leak was caused by a <br /> cracked check valve inside the wellhead vault. Repairs to the wellhead piping at EW-2 are <br /> scheduled for the week of April 2,2007. The wellhead check valve will be replaced. All <br /> flange gaskets inside the wellhead vault will also be replaced as preventive maintenance. <br /> Following the repairs,a brief operational test of EW-2 will be performed and the wellhead <br /> piping will be thoroughly examined for leaks. Electrical troubleshooting will be performed <br /> during the week of April 2,2007,to determine why the EW-2 pump cycles on and off. <br /> After all electrical and mechanical repairs are completed, EW-2 and the GTF will be <br /> returned to normal operation during second quarter 2007. <br /> 3.0 Influent and Effluent Monitoring <br /> Under WDR Order No. R5-2003-0080, effluent samples are analyzed as follows: <br /> • Monthly for pH,specific conductivity,and VOCs <br /> • Quarterly for total dissolved solids <br /> • Annually for dissolved inorganics <br /> All parameters other than dissolved inorganics were analyzed during first quarter 2007. <br /> Figure 1 shows the effluent monitoring location. Table 2 presents the results of the effluent <br /> monitoring performed during first quarter 2007. Appendix A contains the effluent <br /> monitoring field sampling logs and laboratory results for first quarter 2007. <br /> The current WDRs stipulate that the concentration limit for VOCs in the effluent is non- <br /> detect. No VOCs were detected in the GTF effluent samples collected during first quarter <br /> 2007. <br /> Under WDR Order No. R5-2003-0080,influent sampling for pH,specific conductivity, <br /> turbidity, and VOCs are performed semiannually. Influent samples are collected from a <br /> sample port in the header pipe adjacent to the air stripper.
