FIRST QUARTER 2007 GROUNDWATER TREATMENT FACILITY MONITORING REPORT <br /> FORWARD LANDFILL WDR ORDER NO.R5-2003-0080 <br /> TABLE 1 <br /> Monthly Average Effluent Flow Rates <br /> First Quarter 2007 Groundwater Treatment Facility Monitoring Report, <br /> Forward Landfill WEIR Order No.R5-2003-0080 <br /> Average Flow Rate <br /> Month (gallons per day) <br /> January 255,000 <br /> February 294,000 <br /> March 292,000 <br /> At the beginning of first quarter 2007,EW-1 was operational,and the effluent was <br /> discharging to the infiltration pond. EW-2 was shut off on December 20,2006,because of a <br /> leak in the buried groundwater conveyance pipeline approximately 400 to 450 feet east of <br /> EW-2. The leak was located beneath an asphalt drainage channel that runs down the north <br /> slope of the former Austin Road Landfill. The conveyance pipeline between EW-1 and EW-2 <br /> was isolated on December 20,2006. <br /> The groundwater conveyance pipeline was excavated and exposed on the east and west <br /> sides of the asphalt drainage channel on January 8,2007.The pipeline was repaired on <br /> January 9,2007. A horizontal 4-inch Schedule 80 PVC pipe segment was installed above the <br /> landfill slope to avoid disturbing the asphalt drainage channel during the winter. The <br /> aboveground pipe is temporary and will remain in place until late spring or early summer, <br /> when it will be replaced with buried PVC pipe. The repaired pipeline was successfully leak- <br /> tested on January 11,2007,by first operating EW-2 only,and then by operating both <br /> extraction wells simultaneously. No leaks were observed,and the GTF, EW-1, and EW-2 <br /> continued operating. <br /> The GTF was shut down for several hours on January 16,2007,to repair the plant hour <br /> meter,install new valves at the GTF pressure gauges, and draw an electrical schematic of <br /> the GTF main control panel. The GTF was briefly shut down on February 1,2007,to install <br /> liquid-filled pressure gauges at both extraction wells and remount the plant hour meter on <br /> the exterior of the GTF main control panel. During a site visit on February 16, 2007,EW-2 <br /> was off because a voltage monitor relay was unplugged inside the wellhead control panel. <br /> After the relay was plugged in, EW-2 was restarted and operated normally. <br /> During a site visit on March 5,2007,EW-1 was not operating; the cause of the shutdown is <br /> unknown. EW-1 was restarted on March 5 and operated normally. In addition, EW-2 cycled <br /> on and off for several seconds,then operated normally during further observation.The <br /> cause of the cycling was not immediately known. <br /> An electrician visited the GTF on March 19,2007,to recalibrate the flow meters at EW-1 and <br /> EW-2.The electrician determined that the main plant flow meter did not require <br /> recalibration. The electrician found that the backup battery inside the EW-2 flow totalizer <br /> required replacement.The electrician also identified the following issues at EW-1 and EW-2: <br /> • The circuit breaker feeding the control power transformer is not rated for the voltage <br /> supplying the well, and must be replaced. <br /> ® The power supply feeding the control power transformer is tapped ahead of the exterior <br /> control panel disconnect. When the disconnect is off and the panel door is open, live <br /> electrical wires are energized with 480 volt and 120 volt power,creating an electrical <br /> hazard that must be corrected. <br /> RDD/071060007(NLH3445.DOC) 2 <br />
