From the late 1970s to 1984, industrial wastes, consisting primarily of <br /> strontium and barium sludge, were accepted at the landfill and placed in Waste <br /> Management Unit A (WMU A). In 1984,the DTSC determined that WMU A should be <br /> closed as a hazardous waste management unit. The final cap was completed in 1989 <br /> (Kleinfelder 1999). <br /> A hazardous waste facility post-closure permit("the initial post-closure permit") was <br /> issued for the Site on January 2, 1990. On February 25, 1994, Forward Landfill <br /> requested that the DTSC modify the initial post-closure permit to reduce the number of <br /> sampling events from eight per year(two quarterly)to four per year (one quarterly). <br /> DTSC approved this request("Modification No. 1") in a letter dated March 2, 1994 <br /> (Kleinfelder 1999). <br /> On November 4, 1994, a revised post-closure maintenance plan (RPCMP)was submitted <br /> to the DTSC. The DTSC approved the RPCMP and issued Permit Modification No. 2. <br /> This modification superceded all of the requirements of the initial post-closure permit and <br /> Modification No. 1. The DTSC issued a revised Postclosure Permit on June 30, 2003. <br /> Forward Landfill implemented the Corrective Action Program for the site, which was <br /> based on a two-year proof period that began on June 7, 1995. <br /> WDR Order No. R5-2003-0049 was formally adopted by the RWQCB on March 14, <br /> 2003, which combined the former Austin and Forward Landfills into one landfill, now <br /> known as the Forward Landfill. <br /> 1.3 STANDARD OBSERVATIONS <br /> Landfill personnel perform weekly inspections of the facility. As provided in Appendix <br /> A,these observations include identification of evidence of liquids entering or leaving the <br /> landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and <br /> identification of strong landfill gas odors.
