In addition to Forward's inspections,the San Joaquin County Environmental Health <br /> Department(CEHD)performed monthly inspections at the facility on April 18, May 23, <br /> and June 27, 2008. No violations were noted during the second quarter 2008 monitoring <br /> period. Completed inspection forms are presented in Appendix A. <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 362,060 tons of solid waste during the second quarter 2008 (Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the monitoring period. The <br /> following types of waste were received: <br /> Non-hazardous solid waste—353,622 tons <br /> Asbestos—984 tons <br /> Sewage and wastewater treatment sludge—7,454 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> No perimeter soil-pore gas probes exceeded the regulatory limit of 5 percent during the <br /> second quarter 2008. In accordance with California Code of Regulations Title 27, <br /> Section 20937, Forward continues to install additional landfill gas extraction wells (as <br /> needed), and makes regular adjustments to the landfill gas extraction system to optimize <br /> efficiency of the landfill gas extraction system. Furthermore, in accordance with CCR <br /> Title 27, Section 20937(a)(1), methane monitors are installed in all buildings at the site to <br /> protect public health and safety and the environment. During the second quarter 2008,no <br /> methane was detected in any of the facilities buildings. A copy of the landfill gas <br /> monitoring probe data is provided in Appendix A. <br /> 2.0 FORWARD UNIT <br /> 2.1 WATER QUALITY MONITORING <br /> 2.1.1 Sampling and Laboratory Analyses <br /> During the second quarter 2008, depth-to-water measurements were recorded in all wells <br /> and the groundwater monitoring wells were sampled by ATC Associates (ATC)between <br /> May 5 and 8, 2008, and surface water stations were sampled on May 5, 2008. All <br /> lysimeters were inspected and a vacuum was set on May 8, 2008. The lysimeters were <br /> checked for soil-pore liquid on June 10, 2008, and sufficient soil-pore liquid was present <br /> to collect samples from lysimeters W-2, LY-A, and LY-BG1. Of note, lysimeter D-01 <br /> has been buried and the tubing for lysimeters LY-E2A and LY-E2B has been damaged by <br /> rodents. <br /> A single sample set was collected from each point containing sufficient liquid and <br /> submitted to BC Laboratories, Inc.
