maintenance buildings are portable structures which will be removed during <br /> closure construction. <br /> Structure removal will be performed to minimize impacts to the site. Areas <br /> where structures have been removed will be graded and seeded for erosion <br /> control. All gates and fences will remain in order to control access to the facility <br /> during the post-closure maintenance period. <br /> 3.13 DECOMMISSIONING OF ENVIRONMENTAL CONTROL SYSTEMS <br /> The environmental control systems at the Forward Landfill that will require <br /> decommissioning after the post-closure period are the leachate evaporation <br /> ponds and the leachate collection pumps. Currently, the leachate evaporation <br /> ponds are planned to be closed in place in accordance with Title 27 CCR, <br /> Section 21400. The leachate collection pumps will be cleaned and reused, if <br /> possible, or dismantled and disposed of at an appropriate facility. Costs for <br /> decommissioning of these facilities are included in the Annual Post-Closure <br /> Maintenance and Monitoring Cost Estimate Summary included as Table 6. <br /> Other environmental control systems will be dismantled either during or at the <br /> end of the post-closure period when it has been demonstrated that there is no <br /> need for the system. Components of these systems that have come into contact <br /> with leachate will be transported and disposed of at another solid waste facility <br /> that is approved for receipt of such materials. Transportation and disposal will <br /> be managed to avoid the introduction of leachate or waste constituents into the <br /> environment beyond the site boundary. <br /> Environmental controls that must be decommissioned in place will be closed in a <br /> manner that minimizes future maintenance, allows for inspection of closure <br /> integrity and conforms with all applicable laws and regulations and standard <br /> engineering practices at that time.
