To check for leakage below the liner, vadose zone monitoring is required by the
RWQCB. The vadose zone will be monitored using porous suction cup or pan
lysimeters that have been, or will be, installed concurrently with the construction
of the LCRS' in the WMUs. These lysimeters are located beneath each sump to
evaluate the effectiveness of the LCRS'.
3.11 SITE SECURITY
The Forward Landfill is currently equipped with a perimeter fence, gates, locks
and signs. The fencing and locked gates restrict access by persons and vehicles
other than those authorized. Components of the monitoring, control, and
recovery systems at the site will be protected from unauthorized access in
accordance with the approved final closure and post-closure maintenance plans.
A sign will be posted in a visible location at the main point of access to the
facility within 10 days of receiving the final shipment of waste. The sign will
indicate where the closure and post-closure maintenance plans will be kept and
where they can be viewed by the public. The sign will also clearly indicate a
telephone number for emergency notification. Proper maintenance of the sign
will ensure legibility and upright conditions for the duration of the post-closure
period. These signs will be written in English and will be clearly visible during
daylight hours at 25 feet from the site boundary to persons with normal vision.
3.12 REMOVAL OF EXISTING STRUCTURES
Forward will provide for the security, monitoring, and maintenance of all onsite
structures during the closure and post-closure period, in accordance with the
approved final post-closure maintenance plan. Onsite structures not essential to
environmental monitoring during the post-closure maintenance period or other
solid waste management operations at the site will be removed during closure
construction in accordance with the applicable regulations. For the Forward
Landfill, these structures include the scales and scalehouse.
Structures currently existing on the Forward Landfill are the transfer station and
office trailers and maintenance buildings. The transfer station will be removed,
® prior to closure, as part of ongoing operations during the time refuse is being
placed in the area south of the South Branch.
