Leachate quantity and quality will be monitored at least quarterly or whenever
groundwater samples are collected. The volume of leachate conveyed and the
depth of the leachate over the liner shall be measured and recorded at least
quarterly. Representative samples of leachate and any fluid recovered in the leak
detection system/vadose zone sumps will be tested for the same chemical
parameters as required by the groundwater monitoring program. Reports will be
filed with the LEA, CIWMB and the RWQCB within 90 days of sampling.
4.6 LANDFILL GAS MONITORING AND CONTROL SYSTEM MAINTENANCE
Landfill gas extraction system monitoring will include collection system, flare and
extraction well monitoring in accordance with 27 CCR, Sections 20921, 20923,
20925, 20931, 20932 and 20933. The landfill gas extraction system monitoring
will be conducted monthly throughout the post-closure period, unless
authorization to cease monitoring is granted by the San Joaquin Valley Air
Pollution Control District(SJVAPCD), LEA and CIWMB. Landfill gas monitoring
results will be reported to the SJVAPCD, LEA and CIWMB within 90 days of
sampling.
Perimeter probe monitoring for total organics as methane will be performed
quarterly at the proposed gas monitoring wells. In the event that perimeter
monitoring shows that methane gas is being produced at levels above the LEL or
greater than 5 percent by volume in air, the existing LFGES will be evaluated and
modified if necessary.
During surface integrity testing the gas monitoring well network will be visually
inspected for damage and/or malfunction. In addition, the gas monitoring probes
will be periodically inspected and maintained in accordance with the
manufacturers specifications. If damage or malfunctioning is detected during
visual inspection and/or routine maintenance, the probe and/or well will be
immediately repaired. These procedures will assure proper functioning of the
landfill gas well network through the post-closure maintenance period.
4.7 GROUNDWATER MONITORING AND CONTROL SYSTEM MAINTENANCE
Groundwater monitoring will be conducted on a quarterly basis for parameters as
required by the regulations in force at the time of closure.
Forward Landfill PCPCMP 4-3
L:\Allied\2000.193\Reports\FinaiPCPCMP:FL-sec4.doc:5/21/02 ®RYAN A.STIRRAT a ASSOCIATES
