The integrity and effectiveness of the groundwater monitoring system will be
maintained by conducting regular inspections of the system and reviewing field
data for indication of malfunction. Inspections will be conducted concurrent with
sampling and water-level reading events. The inspection will include an evaluation
of the physical condition of the well and the reference point elevations will be
resurveyed as required. Well operation will be checked by monitoring well
recovery after purging and before sampling.
Corrective measures will be undertaken if inspections indicate severe weathering
and rusting of exposed surfaces, broken or missing locks, failure of a piezometer to
produce reproducible water levels, or failure of a monitoring well to produce
representative samples. Weathered and rusty surfaces will be cleaned and
repainted with rust-inhibitive paint. Broken or damaged locks will be replaced. If
the integrity of the piezometer or well is in question because of uncertain
measurements or deterioration of sample quantity or quality, an evaluation of the
piezometer or well will be performed. If attempts to redevelop and recondition
the piezometer or well are unsuccessful, a replacement piezometer or well will be
installed. The deteriorated piezometer or well will be abandoned in accordance
with applicable regulations and good engineering practice.
Frequency of inspection will be the same as the monitoring schedule for each well.
Maintenance of the groundwater extraction system, if still operational, will be
performed to comply with the Corrective Action Program requirements in the
site's Waste Discharge Requirements.
4.8 ACCESS ROAD MAINTENANCE
The access road will require general maintenance. After a significant storm
event and on a quarterly basis, the access roads will be inspected to determine if
any potholing, erosion and/or structural damage has occurred. If any
deficiencies are noted, the affected area will be repaired. Asphalt Concrete (AC)
roadways will also be inspected quarterly and will be resurfaced, as necessary.
4.9 SITE SECURITY INSPECTION AND MAINTENANCE
Security fencing, access gates and signs will be inspected quarterly to ensure that
the integrity of site security has been maintained. The gates will be inspected to
Forward Landfill PCPCMP 4-4
L:\Allied\2000.193\Reports\FinaiPCPCMP:FL-sec4.doc:5/21/02 BRYAN A.STIRRAT a ASSOCIATES
