5.0 CLOSURE/POST-CLOSURE MAINTENANCE COST ESTIMATE <br /> • <br /> 5.1 INTRODUCTION <br /> In order to establish the basis for the proper level of funding to close and <br /> provide post-closure maintenance for the Forward Landfill in an environmentally <br /> sound manner, a cost estimate has been prepared reflecting the proposed <br /> closure design and post-closure maintenance procedures presented in Sections 3 <br /> and 4 of this PCPCMP. The estimate for closure improvements was combined <br /> with an estimate for construction management/quality assurance services to <br /> determine the total closure cost. <br /> 5.2 CLOSURE COST ESTIMATE <br /> The Plan features are grouped into categories for convenience in presenting the <br /> cost estimate. A brief description of the components included in each category <br /> is given below. The total closure cost estimate is shown on Table 8. <br /> • 5.2.1 FINAL COVER <br /> Based on the proposed final grading plan, the approximate area which will <br /> require placement of final cover is 347 acres. The proposed final cover for the <br /> Forward Landfill will consist of a minimum two-foot thick foundation layer of <br /> approved soil, contaminated soil, incinerator ash, or other waste materials placed <br /> immediately over the entire surface of the last lift of refuse; a VFPE <br /> geomembrane which is equal to the least permeable portion of the liner system; <br /> HDPE geosynthetic drainage strips and a two-foot erosion control (vegetative) <br /> layer. <br /> 5.2.2 FINAL COVER CONSTRUCTION QUALITY ASSURANCE MONITORING AND <br /> TESTING <br /> Costs for construction quality assurance include the final cover placement tests, <br /> inspections and reporting. <br /> • <br /> Forward Landfill PCPCMP 5-1 <br /> L:\Allied\2000.193\Reports\FinaIPCPCMP:FL•sec5.doc:5/21/02 BRYAN A.STIRRAT 6 ASSOCIATES <br />
