C <br />TABLE 9 <br />FORWARD <br />.... i...: LANDFILL <br />. , <br />ANNUAL POST -CLOSURE MAINTENANCE AND MONITORING <br />COST ESTIMATE SUMMARY Y <br />Notes: <br />See Attachment No. 1 for labor and equipment rates per hour utilized in the development of Post -Closure Cost Estimate. The material <br />unit prices from Table 3 were utilized to develop material costs for Items 6, 7, and 10. Quantities were based on assumptions made by <br />SWT Engineering based on our experience with other landfills. Labor and rates were obtained from the State of California Industrial <br />Relations; prevailing wage schedule pursuant to California Labor Code Part 7, Chapter 1, Article 2, Sections 1770, 1773, and 1773.1. <br />Equipment rental rates were obtained from the CalTrans Labor Surcharge and Equipment Rental Rates effective April 1, 2007 through <br />March 31, 2008. SWT was also provided current invoices/costs for all environmental services currently being conducted by Forward <br />Landfill for the period of January 2007 through January 2008 for consideration and use in developing this post -closure cost estimate. <br />(1) Cost assumptions for system maintenance/repair include labor (Sr. Engineering Technician), a pick-up truck, gas meter, tools, <br />miscellaneous items, Backhoe (CAT 44613) and materials to replace up to 4 collection wells per year to average depth of 150 feet and <br />one LFG migration monitoring probe to the depth of refuse annually. <br />Cost assumption for system monitoring/testing includes labor (Sr. Engineering Technician), gas meter, sampling materials, pick-up <br />truck, flare source testing, laboratory, management by Sr. Engineer (based on a review of current rates for professional consulting <br />firms) and reporting per regulations. <br />(2) Cost assumption for system maintenance/repair includes labor (Sr. Engineering Technician) equipment (pick-up truck, tools, <br />pump, etc.) and replacement of one monitoring well every two years based on the following: $8,700 for similar well 50 -feet deep <br />including permit at $500 and geologging at $2,000. <br />Cost assumptions for system monitoring includes labor (Sr. Engineering Technician), pick-up truck, sampling equipment, laboratory, <br />management by a Sr. Geologist (based on a review of current rates for professional consulting firms), analysis by a geologist and <br />preparation of necessary reports for the RWQCB. <br />(3) Cost assumptions for system operation and maintenance include labor (Sr. Engineering Technician), a pick-up truck, tools, parts, <br />electricity, and filter mediums. <br />(4) Cost assumptions for system maintenance/repair include labor (Sr. Engineering Technician), a pick-up truck, tools, miscellaneous <br />items, and materials. <br />Cost assumption for system monitoring/testing includes labor (Sr. Engineering Technician), gas meter, sampling materials, pick-up <br />truck, laboratory, management by Sr. Engineer (based on a review of current rates for professional consulting firms), analysis by a <br />geologist, and reporting per regulations. <br />(5) Cost assumptions for system maintenance/repair include labor (Sr. Engineering Technician), a pick-up truck, tools, miscellaneous <br />items, and materials. <br />Cost assumption for system monitoring/testing includes labor (Sr. Engineering Technician), sampling materials, pick-up truck, <br />laboratory, management by Sr. Engineer (based on a review of current rates for professional consulting firms), analysis by a geologist, <br />and reporting per regulations. <br />(6) Cost assumptions for system maintenance/repair include labor (Sr. Engineering Technician, heavy equipment operators), a pick-up <br />truck, tools, miscellaneous items, loader (CAT 966G), dozer (CAT D8 -N), dump truck (22 tons), a 3,000 -gallon water truck, and <br />materials to replace 1 acre each of lined and unlined final cover. <br />(7) Cost assumptions for system maintenance/repair include labor (Sr. Engineering Technician), a pick-up truck, tools, miscellaneous <br />items, and materials to provide rodent control and hydroseeding and add soil amendments to 1 acre of final cover each year. <br />(8) Cost assumptions for system maintenance/repair include labor (Sr. Engineering Technician), a pick-up truck, tools, miscellaneous <br />items, Motorgrader (CAT 14-H), and materials to repair 100 If of access road each year. <br />(9) Cost assumptions for system maintenance/repair include labor (Sr. Engineering Technician), a pick-up truck, high-pressure sprayer, <br />tools, Backhoe (CAT 44613) and materials to replace up to 150 If of perimeter channel and 100 If of 24" HDPE downdrain pipe each <br />year. <br />(10) Cost assumptions for system maintenance/repair include labor (Sr. Engineering Technician), a pick-up truck, tools, and materials <br />to replace up to 100 If of fencing each year. <br />Z:\PROJECTS\Allied Waste\Forward\JN81013 5 yr Review Plan\PCPCMP Amend 4 July 08\Table 9 Post Clos Est <br />Amend.
