cargo transfer and storage facility, is located approximately one mile northeast of <br /> the site, along the Burlington Northern and Santa Fe railroad main line. <br /> Three residences are located near the site. An unoccupied residence at 9690 <br /> Austin Road is approximately 500 feet from the landfill and is located across Austin <br /> Road from the entrance facility area. This residence is currently leased by FL. Two <br /> residences are located on Lynch Road, approximately 0.5 miles southeast of the <br /> site. <br /> The Stockton Municipal Airport is located approximately one mile west of the <br /> site. The airport's turbojet runway, 11 L-29R, is located within 10,000 feet of the <br /> FL. The final grades for the FL are below the height limit zoning plan elevation <br /> contours for the airport. The peak elevation of the FL is 210 feet above mean <br /> sea level (amsl) at the southern portion of the existing fill area. Final fill contours <br /> slope down from that point to a final deck elevation of 170 feet amsl in the <br /> northwestern portion of the existing fill area. The final fill elevations for the <br /> proposed lateral expansion are designed to conform to the height limit zoning <br /> plan contours and to have no impact on the FAA obstruction clearance <br /> restrictions for the Stockton Municipal Airport. As such, the final grading <br /> contours are in conformance with FAA regulations. The maximum final fill <br /> elevation for the proposed lateral expansion area will be 183 ft amsl. The <br /> airport's proximity to the landfill was addressed in the 1993 Environmental <br /> Impact Report (EIR) for the Forward Landfill Expansion (LSA, 1993), in the 1994 <br /> EIR for the Austin Road Landfill Expansion (ESA, 1994), and in the 2003 EIR <br /> (SCH# 2001052081) for the Consolidated Forward Landfill project. Letters from <br /> the Stockton Municipal Airport noted that significant bird hazards have not been <br /> caused by the landfill and that the bird control measures implemented were <br /> effective. Mitigation measures were provided in the subject EIRs. <br /> 2.2.2 SITE SETTING <br /> The site is located in an agricultural area. The original ground surface at the site <br /> was essentially flat at an approximate elevation of 40-ft amsl. The South Fork of <br /> the South Branch of Littlejohns Creek (hereinafter referred to as "South Creek") <br /> traverses the southern portion of the site in a south-westerly direction and is <br /> tributary to South Littlejohns Creek (a tributary to French Camp Slough), which <br /> ultimately discharges to the San Joaquin River.
