no indicators of potential wetlands and waters of the United States outside the <br /> banks of the South Creek. <br /> An additional study was completed in September 2007 by Monk and Associates. <br /> This study concerned assessing the habitat and wetland values of the area south <br /> of the original Forward Landfill and South Creek currently occupied by the <br /> transfer station/resource recovery facility. A wetlands jurisdictional map <br /> prepared by Monk is being reviewed by the USAGE. <br /> With the exception of the South Creek, the plant communities found within the <br /> project area include ruderal (weedy) vegetation and wetland vegetation. Ruderal <br /> communities are assemblages of plants that thrive in waste areas, roadsides, and <br /> similar disturbed sites in towns and cities. There are no areas within the <br /> expansion area that would be classified as "water of the United States." The <br /> South Creek would be considered "relatively permanent water" (RPW) since <br /> there is flow in the creek channel for greater than three (3) months of the year. <br /> Mitigation measures for wildlife and plant species of concern were provided in <br /> past EIRs. Forward complies with these mitigation measures and participates in <br /> the San Joaquin County Multi-species Habitat Conservation and Open Space <br /> Plan (SJCMSCP). <br /> 3.3.7 PUBLIC SERVICES AND UTILITIES <br /> FL's operations with respect to water supply, sanitary facilities, electricity, <br /> communications, and other utilities are summarized in the JTD. These utilities <br /> would be the same for the proposed expansion. <br /> Police service is provided to all unincorporated areas of the County, including <br /> the FL, by the San Joaquin County's Sheriff's Department. Traffic law <br /> enforcement is provided by the California Highway Patrol. The population of the <br /> project area is relatively low and FL has generated a low level of service calls. <br /> There are numerous fire protection facilities at FL. These include water wells, a <br /> water truck, heavy earth-moving equipment, and on-call emergency personnel. <br /> There is also a dry line located onsite with four valved connection points that are <br /> adaptable to the Lathrop-Manteca Fire District fire trucks.
