• Waste Discharge Requirements <br /> • Solid Waste Facility Permit <br /> • Fire Department Permit <br /> • Joint Technical Document for FL <br /> • Title V Permit to Operate <br /> As part of the previous EIRs, health risk assessments were prepared to estimate <br /> the potential health risk on nearby receptors due to landfill operations. These <br /> analyses were performed to be consistent with standard regulatory guidelines <br /> and risk assessment practice. The EPA has historically defined acceptable risk as <br /> that which after 30 years' exposure does not result in an increase in cancer of <br /> greater than 1 in 1,000,000 or 106. Forward will prepare an updated health risk <br /> assessment to address the expansion area. <br /> Based on the previous health risk assessments, numerous mitigation measures <br /> have been incorporated into the current mitigation monitoring and reporting <br /> plan. Forward complies with these mitigation requirements. <br /> 3.3.6 VEGETATION AND WILDLIFE <br /> Several vegetation and wildlife surveys for FL have been performed over the last <br /> several years in support of previous EIRs and the relocation of the North Creek, <br /> which included creation of riparian habitat areas. <br /> A number of special-status wildlife species typical of agricultural lands occur in <br /> the region. Swainson's hawks, giant garter snakes, and burrowing owls have <br /> been identified as occurring or potentially present at the site. <br /> Relatively few native species of plants grow on the project site, largely due to the <br /> area's history of intensive agricultural disturbance. Several native oaks, however, <br /> occur along property boundaries and adjacent to the creeks. <br /> A biological assessment of the Brochini parcel, which lies west of the original <br /> Forward Landfill and south of the original Austin Road Landfill, was performed by <br /> Wetlands Research Associates (WRA) in February of 2005. The results of the <br /> study were summarized in a memorandum dated March 22, 2005.
