Leachate at FL is stored in on-site leachate ponds, from which it evaporates.
3.3.8 CULTURAL RESOURCES
In 1992, a records search and an archaeological survey of the undisturbed
portions of the existing FL were conducted. The records search and site survey
found no evidence of prehistoric or historic use at FL. No cultural resources
have been observed at the site since that time. Mitigation measures in prior EIRs
have provided procedures to be followed in the event that a cultural or
archaeological resource is discovered.
3.3.9 VISUAL QUALITY
The FL site is located in relatively flat terrain of the San Joaquin Valley. The flat
terrain prevents any natural topographic screening of the site from the nearby
residents and traffic. However, the nearest scenic route to FL is located
approximately six miles south of the site along a five mile stretch of Austin Road
leading southward to the Stanislaus River. The FL does not affect the scenic
route due to its distance from the site and the screening effect of intervening
trees and grasslands.
The typical ground surface elevation at the site is approximately 40 ft MSL. The
FL rises above this ground surface to a maximum elevation of approximately
210 ft MSL. The proposed expansion area will add to the overall mass of the
landfill but the proposed final fill elevations for the expansion are lower than
those currently permitted for the FL.
Several visual impact assessments have been prepared in support of the previous
EIRs. Mitigation measures have included restrictions on lighting, control of litter,
and vegetation requirements.
Forward Landfill-Project Description 3-15 BRYAN A.STIRRAT S ASSOCIATES
j:\Allied\Forward\2007.0018 Lateral Expansion\Reports\Prof Descrip\021308 Final Proj Des\Sec 3.doc:2/13/2008)
