4.0 BASELINE DESIGN AND OPERATIONS <br /> The baseline design and operational information included in this section was obtained <br /> primarily from permit documents, in particular the Forward Landfill Joint Technical <br /> Document (JTD) (BAS, 2007). <br /> 4.1 EXISTING FACILITIES <br /> The FL consists of waste management units (WMUs) for landfilling of waste, and <br /> a transfer station/materials recovery facility (MRF) for processing recyclable <br /> materials, composting and other greenwaste-related operations. Facilities that <br /> support these operations include soil borrow/stockpile areas, administrative <br /> offices, equipment maintenance areas, and pollution control facilities. The total <br /> permitted area of the existing landfill is approximately 567 acres and landfill <br /> operations are currently being conducted on a 354.5-acre refuse disposal <br /> "footprint" area. <br /> 4.1.1 PERMITTED WASTE MANAGEMENT UNITS <br /> FL consists of several WMUs, as shown on Figure 6. The labeling of the WMUs <br /> has occurred in conjunction with site development, but is somewhat <br /> complicated by several overlapping units. <br /> The first WMU established at FL was an approximately 8-acre area labeled <br /> WMU A. WMU A is located on the eastern side of the site, near the main <br /> entrance facility. The unit consists of four trenches constructed in a north to <br /> south orientation, with a compacted clay liner and dendritic LCRS in each trench. <br /> Hazardous and designated wastes, consisting primarily of plant process waste, <br /> were disposed of in WMU A from 1979 through 1984. The unit was closed in <br /> 1989 and has received postclosure permits from both the RWQCB and DTSC. <br /> WMUs B and B-North are Class III landfills encompassing a combined area of <br /> approximately 15 acres. The waste in WMU B consists primarily of <br /> nonhazardous solid wastes while WMU B-North contains inert wastes. WMUs-13 <br /> and B-North began operations in the late 1970s.
