4.1.4 ANCILLARY FACILITIES The existing landfill facility consists of the refuse disposal area, entrance facilities area, scale houses and scales, water production wells, maintenance and storage areas, landfill gas to energy plant, a groundwater extraction and treatment system, landfill gas flare station, leachate evaporation basins, and stormwater sedimentation basins. Site facilities are shown on Figure A. Entrance Facilities Area. The current facilities at the FL customer entrance include one scale house and three scales. The main scale house is located in the center of the site approximately 2,200 feet west of Austin Road. A second scale house and scale is located at the southeastern boundary of the landfill for weighing incoming loads at the materials recovery facility. Incoming wastes are monitored at the scale house and all vehicular activities are regulated in accordance with the existing Load Checking Program. Utilities. Electricity is available at the entrance facility for the office trailers, scales, onsite pumping facilities, landfill gas flare station, and as needed for lighting. The landfill also has portable trailer-mounted generators in case of an emergency. In addition, the FL has portable light plants for operations after dark (i.e., in the winter). Non-potable water for site operations is supplied by two onsite production wells: a 1,500-gpm well near the landfill entrance facilities and a 500-gpm well near the transfer station building. Bottled water is provided for drinking. There are additional wells used primarily for irrigation located in the northwest corner of the site, and on the Brochini parcel south and west of the existing landfill operation. Sanitary facilities at the site consist of portable chemical toilets with handwashing facilities. Telephone service is provided to the site offices and scale house. Identification/Entry Signs. A facility identification sign is located at the entrance gate. The sign provides information on the facility operator and telephone number and hours of operation. Signs are located at the scale house indicating the schedule of charges and the general types of waste materials that are not accepted at the site. Posted signs direct drivers to the refuse unloading area. ® Other posted signs display site safety and traffic rules.
