Currently permitted future WMUs will be constructed to the east of WMU FU-06
and in WMU Future H area (south of the South Creek) following similar design
for liners and LCRSs as are presently being used.
WMU F South is currently permitted to be constructed in the southwest corner
of the FL, south of the South Creek. WMU F South is permitted as a Class II
impoundment for storage and evaporation of leachate. Figures A and 6 show
the layout of FL's permitted footprint.
4.1.3 MATERIALS RECOVERY FACILITY/DIVERSION ACTIVITIES
The transfer station/resource recovery building is located adjacent to the
southernmost landfill entrance off Austin Road. Currently, this area is used to
transfer source-separated recyclables from Manteca, and for composting and
other greenwaste-related operations. The MRF/composting facilities include an
in-ground scale, office trailer, and processing and composting pads.
The operation is permitted to process up to 500 tons of source separated
construction and demolition debris, consumer recyclables, and green waste per
day. Feedstock is received from sources throughout San Joaquin and Stanislaus
County, including San Joaquin County collection and transfer trucks, self-haulers,
independent recycling haulers, and tree trimming/landscaping firms. Forward is
currently discussing a teaming arrangement with San Joaquin County to enhance
the composting operation, which will help the County achieve its recycling goals.
Forward also makes extensive use of certain waste materials in its beneficial
reuse program. Subject to approval and supervision of the LEA, materials such as
treated automobile shredder waste are substituted for "virgin" materials used as
alternative daily cover (ADC). Inert materials such as concrete, rock, and asphalt
are used for wet-weather roads and drainage improvements.
Limited amounts of wood and yard waste are processed and used for alternative
daily cover at the landfill. The amount of greenwaste used in this way has
decreased in the last year as more local outlets have become available.
Forward Landfill-Project Description 4-5 BRYAN A.STIRRAT&ASSOCIATES
(J:\Allied\Forward\2007.0018 Lateral Expansion\Reports\Prof Descrip\021308 Final Proj Des\Sec 4.doc:2/13/2008)
