Leachate Evaporation Basins. Leachate collected from the waste management <br /> units is transferred to on-site storage ponds, where it evaporates. There are two <br /> ponds, one at the northwestern side of the site, adjacent to the former Austin <br /> Road landfill (WMU F West), and the other (WMU F North) on the southwestern <br /> corner of the original Forward portion of the landfill. A third pond, WMU F <br /> South, is permitted, but not yet constructed, south of the South Creek. <br /> Sedimentation Basins. All site surface water that has not come in contact with <br /> waste is directed into one of three existing sedimentation basins. Two basins are <br /> located in the southern portion of the FL, on either side of the South Creek in the <br /> southwest corner of the site. The third basin is located on the west side of the <br /> northern portion of the FL. Water collected in the basins is sampled in <br /> accordance with the site's SWPPP before it is discharged to the North or South <br /> Creeks. <br /> 4.1.4.1 BORROW/STOCKPILE AREAS <br /> Two soil borrow areas are currently available at FL including property north of <br /> the North Creek and the areas planned for future WMUs. Excavated materials <br /> are stockpiled adjacent to the current refuse cell for use as daily and <br /> intermediate cover. Excavation is conducted concurrent with refuse disposal <br /> throughout the development of the landfill within the refuse footprint. Soils <br /> excavated are utilized as daily, intermediate, and final cover, as well as for the <br /> soil components of the composite liner system. Any excess soils are placed in <br /> stockpiles over the future fill areas, up to the maximum permitted elevation. The <br /> FL currently operates with an overall soil shortage. <br /> Excavation and stockpiling operations are conducted so as not to interfere with <br /> disposal and other ancillary operations. Proper drainage control is maintained <br /> and the stockpile areas graded to promote lateral run-off of precipitation into <br /> surface water control facilities. <br /> 4.1.4.2 ACCESS ROAD <br /> Access to the landfill is from Austin Road as shown on Figure A. Austin Road is a <br /> rural two-lane, paved road oriented north/south connecting to Mariposa Road to <br /> the north which ultimately connects with Highway 99.
