The main access point for incoming loads is located at the central <br /> point of the eastern boundary of the FL. North of the main entrance, two gated <br /> access points are used for maintenance and operational activities. These points <br /> of access are not open to the public or incoming customer traffic. Further south <br /> on Austin Road is another gated entrance allowing access to the southern <br /> portion of the site and the transfer building. <br /> 4.2 PERMITTED WASTE STREAM <br /> The FL is currently permitted and operated as a Class II and Class III municipal <br /> solid waste landfill, in accordance with 27 CCR. The FL's current SWFP allows <br /> for a maximum inflow rate of 8,668 tons per day, or 46,080 tons per week, <br /> including some beneficial reuse materials and materials delivered to the MRF. <br /> Permitted wastes that may be currently discharged at the FL are listed below. A <br /> number of these wastes are also approved as alternative daily covers (ADCs). <br /> 1. Nonhazardous solid wastes and inert wastes, defined by 27 CCR, <br /> Sections 20220 and 20230, as nonhazardous and nondesignated wastes that <br /> ® do not contain soluble pollutants, that could be released in excess of water <br /> quality objectives, or could cause degradation of waters. <br /> 2. Designated wastes (also referred to as "Class II Wastes") defined by 27 CCR, <br /> Section 20164 as nonhazardous wastes that contain pollutants that could be <br /> released in excess of water quality objectives or could cause degradation of <br /> waters, or hazardous wastes which have been granted a variance by the <br /> Department of Toxic Substances Control (DTSC) to be disposed in a Class 11 <br /> unit. <br /> 3. Wastes that meet the Class 11 and III criteria for waste disposal as specified in <br /> the WDRs issued by the RWQC13 for the site. <br /> 4. Wastes granted a variance to be disposed of in a Class III waste management <br /> area including, but not limited to: <br /> • Asbestos (with greater than 1 percent friable asbestos) <br /> • Treated auto shredder waste <br /> 5.
