® the northern portion of the site, directly west of WMU FU-03. The northern
sedimentation basin collects surface water from the northern portion of the site.
Two sedimentation basins are located in the southern portion of the site. One of
the ponds is north of the South Creek and collects storm water runoff from the
landfill area in the southern portion of the site; the other is located south of the
South Creek and collects stormwater from the MRF area.
Water collected in the sedimentation basins is sampled quarterly in accordance
with the site's Stormwater Pollution prevention Plan (SWPPP), WDRs, and
Monitoring and Reporting Program.
4.4.2.3 NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM STORMWATER
MONITORING PROGRAM
The RWQCB regulates municipal and industrial stormwater discharge
requirements under the NPDES program. A SWPPP and MPRR have been
prepared for the landfill in compliance with the NPDES permit requirements.
The SWPPP and MPRR will be amended, as necessary, when there is a change in
® construction, operation, or maintenance procedures which may cause the
discharge of significant quantities of pollutants to surface water, groundwater, or
lead agency's storm drain system. The SWPPP presents the BMPs to be
implemented for the protection of storm water over the life of the FL.
The MPRR is conducted to evaluate the effectiveness of the BMPs implemented
as part of the SWPPP. To accomplish this, stormwater monitoring is required on
two occasions each year during the wet season, starting with the first rain event
that produces a significant runoff volume. The designated discharge points will
be monitored in accordance with the SWPPP and MPRR, and MPRR reports will
be submitted to the RWQCB on an annual basis.
4.4.3 LEACHATE CONTROL AND MONITORING SYSTEM
The majority of the existing WMUs at the FL contain blanket LCRS systems.
There is no LCRS on the base of the northerly portion of the site (former Austin
Road Landfill) and portions of the eastern part of the site (original Forward
Landfill).
Forward Landfill-Project Description 4-14 BRYAN A.STIRRAT&ASSOCIATES
(J:\Allied\Forward\2007.0018 Lateral Expansion\Reports\Prof Descrip\021308 Final Proj Des\Sec 4.doc:2/13/2008)
