® facility may also be operated as a co-composting facility by the addition of biosolids to the material during the composting process. The end product of the composting process may be used as a topsoil amendment, mulch, or a soil conditioner for various applications. The composted material may also be used in the landfill as an alternative daily cover (ADC) material. The permitted peak daily tonnage for both the Forward Landfill and RRF (combined), including the compost operation is currently 8,668 tons per day (TPD). All operating standards defined by state composting regulations will be followed. 1.1 ODOR MONITORING PROTOCOL 1.1.1 Proximity of Odor Receptors Land use surrounding the compost facility is primarily agricultural to the east, west, and south of RRF and proposed composting operations. The closest residences are set back more than 300 feet. There should not be any significant odor impacts to the surrounding areas. Structures within 1,000 feet of the site boundaries include: • Two residences located approximately 100 and 500 feet from the northeastern corner of the Forward property. • A third residence is located approximately 900 feet east of the Forward property along the southern bank of the South Fork. These residences, however, are located approximately more than 300 feet from the composting facility. Potential off-site receptors within two miles of the site include: • Northern California Youth Center (a detention facility) • Women's Prison • Stockton Metropolitan Airport • Burlington Northern and Santa Fe Intermodal Facility Figure 2 provides an overview of the surrounding area within 1,000 feet and two miles.
