Compost operations will be located in the southern portion of the site directly
adjacent to the RRF and away from sensitive receptors. The closest receptors will be
site personnel who operate and manage the facility during operating hours and
monitor compliance with applicable regulations.
1.1.2 Method for Assessing Odor Impacts
Site personnel continuously monitor operations for on-site odors and potential
release of objectionable odors. Odors are controlled by processing the wastes and
feedstock properly and the removal of residual waste soon as possible. Specific
activities which reduce/prevent odors include the following:
• Avoiding creating large stockpiles of incoming material
• Producing a homogeneous material with the proper moisture content
• Providing adequate aeration and agitation
• Incorporating careful control of processing temperatures to maintain the rate
of decomposition
• Maintaining a carbon-to-nitrogen ratio above 25:1 in initial mixes of high
nitrogen materials
• Placing a layer of cured compost over raw compost materials to act as an odor
trap and serve as insulation
• Using an organic odor neutralizer
If questionable or objectionable on-site odors are detected by site personnel,
operations personnel will implement the following protocol:
1. Investigate and determine the likely source of the odor.
2. Determine if onsite management practices could remedy the problem and
immediately take steps to reduce the odor-generating capacity of on-site
material. (Possible on-site odor sources and management techniques for this
site are shown in Table 1.)
3. Determine whether or not the odor is traveling beyond the site by patrolling the
site perimeter and noting existing wind patterns.
Forward Compost Facility-OIMP 3 SWT Engineering
z:\projects\allied waste\forward\resource recovery facility\permitting services\2009 resi\oimp\oimp final 071309.doc;
7/20/2009
