1.2.3 Weather Event Impacts
Typical weather conditions for this vicinity will not generally require adjustments.
However, in the event of an extended rain event and/or strong winds, maintenance
of windrows may be postponed until conditions improve. This delay between aeration
could cause the windrows to attain an anaerobic condition increasing the possibility
of odors. Careful consideration of material moisture and odor will be taken to turn
the windrows. Sections 3.4 and 3.5 discuss methods (i.e., dust control measures) to
address impacts of airborne emissions.
2.0 COMPLAINT RESPONSE PROTOCOL
In the event of significant odors where a complaint has been filed, the protocol is to
visit the location of the received complaint. Facility personnel shall attempt to
determine if an offensive odor exists. If the complaint cannot be verified in this
manner, personnel will continue to perform self-monitoring and continue the
operational (nuisance control) practices outlined in the RCSI. Site management may
also implement additional or enhanced operational practices to minimize the
likelihood of future odor detection. A record of any written complaints will be
maintained in the Site Operations Log. A sample Odor Complaint Form is provided in
Appendix A.
3.0 OPERATING PROCEDURES AND DESIGN TO MINIMIZE ODORS
In order to minimize the development of conditions that could lead to odor problems,
the compostable material handling areas of the site were designed based on the
nature and quantity of materials to be received and stored, climatologically factors,
adjacent land use, grading, and drainage controls.
The Compost Facility will use either the Windrow composting method turned by front-
end loaders or Windrow machine turners, aerated static piles, a combination of
Windrows/static piles, or enclosed agitated beds. Odor generation at composting
facilities tends to fluctuate, rising at the start of composting and dropping quickly.
Proper management and the location and storage of materials minimize the
development of conditions that could lead to off-site odor problems.
Forward Compost Facility-OIMP 5 SWT Engineering
z:\projects\allied waste\forward\resource recovery facility\permitting services\2009 resi\oimp\oimp final 071309.doc;
7/20/2009
