4. If it is determined possible odors impacts occurred, appropriate (Local <br /> Enforcement Agency (LEA) and/or neighbors contact is made. <br /> 5. Record the event for further operational review. <br /> 1.2 CLIMATIC CONDITIONS <br /> 1.2.1 General Conditions <br /> Climatic conditions are not expected to affect site operations. The climate of the <br /> region is typical of the California Central Valley. Winters are cold and wet with fog, <br /> while summers are hot and dry. Temperatures range from a minimum average value <br /> of 42.5°F in January to a maximum average value of 78.0°F in August, with an <br /> annual mean temperature of 61.5°F (National Climatic Data Center, 1990). <br /> Rainfall is seasonal in the Central Valley region, with approximately 90 percent of the <br /> rainfall occurring between November and April. Figure 3 illustrates the isohyetal <br /> precipitation map for San Joaquin County. The isohyetal precipitation map divides <br /> San Joaquin County into three rainfall intensity zones. The RRF/landfill is located in <br /> Zone 2 and receives approximately 13.5 inches annually. The Forward site is not <br /> located within the 100-year flood plain. According to the Federal Insurance Rate <br /> Map, U.S. Dept. of Housing and Urban Development, May 15, 1980 (Figure 4), the <br /> entire landfill site is within flood zone designation C. Areas designated as Zone C are <br /> areas of minimal flooding that lie outside the 100-year flood plain. <br /> 1.2.2 Wind Velocity and Direction <br /> Wind data for the Stockton Metropolitan Airport station for the last 12 months <br /> indicates that prevailing winds blow northwesterly for the majority of the year. During <br /> the winter months (November through February), winds blow predominantly from the <br /> southeast. The mean annual wind speed is approximately 9.0 miles per hour. <br /> Material unloading areas have been designed so that the northwestern prevailing <br /> winds direct any windblown particles into the material stockpile or perimeter site <br /> fencing, rather than away from it.
