3.5 DRAINAGE CONTROLS <br /> Standing water is a potential source of odors. The composting Windrows are <br /> arranged normal to the site slopes to allow free drainage and minimize ponding. The <br /> site is sloped to drain to ditches that carry the water to a retention pond located in <br /> the South Area. The retention pond is designed to hold the net average annual <br /> rainfall. The water collected in the proposed retention pond will be used as process <br /> water, as discussed in Section 3.7, to meet the desired moisture contents for <br /> composting. <br /> 3.6 PAD MAINTENANCE <br /> The Composting Facility pad is constructed of low-permeability compacted native soil <br /> and is sloped to allow free drainage and minimize ponding. The compost pad area is <br /> sized to accommodate each of the selected composting technologies. The pad will <br /> be up to approximately 15 acres. Minimizing standing water will eliminate the <br /> potential source of odors. <br /> .7 PROCESS/WASTEWATER PROCESS/WASTEWATERCONTROLS <br /> Water collected in the proposed retention pond will either be evaporated, used <br /> during the initial mixing of the compost, used for dust control, pumped to the on- <br /> site leachate evaporation pond, or transported to a municipal treatment works <br /> depending on the quality and quantity of collected water. Water used in the <br /> initial mixing of the compost will bring the water content of the compost to <br /> proper levels and will eliminate the potential for pathogen regrowth in the <br /> active compost. It is anticipated that the proposed retention pond will provide <br /> adequate process water supply. If necessary, process water may be obtained <br /> from two on-site production wells: a 1,000-gpm well near the landfill entrance <br /> facilities and a 20-gpm well near the RRF building. A water tank will also be in <br /> the Compost Facility located on the southern portion of the Forward landfill <br /> property. Since water will only be added to the compost to maintain adequate <br /> internal moisture, significant leachate generation is not anticipated. <br /> There is no on-site wash water generated.
