10
3.8 MATERIAL PROCESSING, HANDLING, AND STORAGE PRACTICES
3.8.1 Processing
3.8.1.1 Feedstock
The Compost Facility will operate between the hours of 6:00 a.m. to 6:00 p.m.
Monday through Saturday (closed Sunday and four holidays). During the week, the
RRF accepts materials up until 4:00 p.m. in order to process, cleanup or both prior to
6:00 p.m. Odors are controlled by processing the material and removing as soon as
possible after they have been brought into the RRF. Odors are not anticipated from
storage residence since residue will be stored for no more than 48 hours.
3.8.1.2 Processed Material
Incoming material undergoes preprocessing to remove any visible contaminants.
Loads are visually inspected at the RRF and will be manually sorted in the processing
AML area. A magnetic separator will be provided to extract nails and other ferrous
contaminants from the green waste material after it has been shredded. Since
incoming biosolids are not anticipated to have heavy metal concentrations above
regulatory limits, other preprocessing procedures will not be necessary.
The compost process time is projected to be between approximately 4 to 12 weeks,
depending on the compost product quality. The curing process will take
approximately 1 to 6 months.
3.8.2 Pile Geometry
3.8.2.1 Feedstock
Sorting bins and wood waste stockpiles are located on the permitted property
surrounding the RRF building. The stockpile area of the RRF expands and contracts
depending upon the amount of materials sorted and the re-sale market.
3.8.2.2 Processed Material
The waste materials will be formed into compost piles/beds approximately 18 feet
high, approximately 18 feet wide, and of varying length (up to 300 feet long). The
active compost will be mixed as required for proper control depending on
Forward Compost Facility-OIMP 9 SWT Engineering
z:\projects\allied waste\forward\resource recovery facility\permitting services\2009 resi\oimp\oimp final 071309.doc;
7/20/2009
