and in the equipment maintenance building at the landfill. Landfill personnel are
trained to perform initial fire suppression activities using appropriate site
equipment, stockpiled soil cover, and water and can be deployed at the Compost
Facility. Water storage facilities consist of the primary 1,000-gpm on-site
production well located adjacent to the landfill entrance and a 20-gpm on-site
production well located by the RRF. In addition, a water tank will be located in the
South Area of the RRF.
In addition, measures are taken to provide adequate perimeter clearance or
fire burn as part of the landfills operation. Fires starting either on the landfill or the
Compost Facility would be hindered from spread to the other by the South Fork,
which splits the two facilities and creates a natural fire break.
4.2 WATER SUPPLY
As discussed above, water for site operations is supplied by two on-site
production wells: a 1,000-gpm production well near the landfill entrance facilities
and a 20-gpm production well near the RRF building. There will also be a water
tank located in the South Area. In addition, water is available from the storm
water runoff retention pond. These water supplies are available for initial mixing of
the compost to bring the water content up to desired levels, wetting of the compost,
dust control, and other applications. Water uses include site construction and
waste disposal operations, RRF operations, the proposed compost operations, dust
control, equipment maintenance operations, sanitary facilities, fire fighting, and
emergency situations.
4.3 EQUIPMENT
The equipment available at the facility is presented on Table 3.4 of the RCSI.
Additional equipment, such as Windrow turning equipment and temperature and
moisture probes, will be used, as needed, to meet the requirements of the compost
operation standards, including minimization of odors. Facility equipment will be
maintained according to standard maintenance practice and the manufacturer's
recommendations. Extra equipment is stored in the equipment maintenance area
and storage yard at the landfill. In addition, extra parts are stored in a trailer on the
southwestern side of the RRF building.
Forward Compost Facility-OIMP 11 SWT Engineering
z:\projects\allied waste\forward\resource recovery facility\permitting services\2009 resi\oimp\oimp final 071309.doc;
7/20/2009
