REPORT OF COMPOSTING SITE INFORMATION <br /> This Report of Composting Site Information (RCSI) was prepared to comply with the <br /> California Code of Regulations, Title 14 (14 CCR), Section 17863 for compost operations. <br /> 1.0 FACILITY OVERVIEW <br /> 1.1 Introduction <br /> Provide a brief statement introducing the facility. The following information should be <br /> included: Name and address of operator, name and address of the land owner, description <br /> of the area serviced by the facility, and a description of daily operations to be conducted <br /> at the site (14 CCR, Section 18227(b). <br /> This RCSI describes the design and operation of the Forward, Inc. (Forward) Compost <br /> Facility (Compost Facility). The Forward site is an existing solid waste disposal and <br /> resource recovery facility (RRF) located in Manteca, California. The site is wholly-owned <br /> and operated by Forward. The landfill was permitted and opened in 1973. The <br /> RRF began operations in 1975. Forward operates an RRF building and separation area <br /> in the South Area in compliance with SWFP No. 39-AA-0020. The compost facility is <br /> located just north of the RRF building as shown on the Site Plans (Figures 1 and 1A). <br /> The compost facility is also included under SWFP No. 39-AA-0020. <br /> All access to the site is from Austin Road, which runs along the eastern site boundary. <br /> ANIL The primary entrance is at the entrance facilities area in the northeast corner of the site. <br /> A second access road is located approximately 50 feet north of the South Fork. A third <br /> access road is located at the RRF entrance. <br /> An intermittent creek, the South Fork, crosses the site in a southwesterly direction. The <br /> creek is a tributary to South Littlejohns Creek, itself a tributary to French Camp Slough, <br /> which ultimately discharges into the San Joaquin River. Surface water runoff from the <br /> North Area that has not contacted any waste, or has contacted waste and meets the <br /> water quality criteria for storm water discharges, is collected in onsite storm water <br /> drainage basins from which it is discharged to the South Fork. All runoff from the <br /> North Area that has contacted waste is collected and pumped into the leachate <br /> evaporation pond located along the south perimeter. The entire RRF and separation area <br /> is bermed for screening purposes and to segregate non-contact storm water from the RRF <br /> operations. Currently, potentially contaminated runoff from the South Area is pumped <br /> either to the leachate evaporation pond or the sedimentation basin in the North Area. <br /> Forward will operate a composting facility in the South Area for the non-recyclable organic <br /> wastes received at the RRF. Material received at the RRF for composting may include <br /> green waste, mixed paper, municipal solid waste (MSW), and food and agricultural waste. <br /> The composting facility may also be operated as a co-composting facility by the addition <br /> of biosolids to the material during the composting process. The end product of the <br /> composting process may be used as a topsoil amendment, mulch, or a soil conditioner <br /> for various applications. The composted material may also be used in the landfill as <br /> an alternative daily cover (ADC) material. <br /> All contact water from the compost facility will runoff compacted soil toward the south <br /> west corner of the site and collect in a retention pond.
