Excess water with acceptable <br /> water quality will be discharged to the South Fork in compliance with the applicable <br /> storm water regulations. Excess water with unacceptable water quality for <br /> discharge to the South Fork will either be pumped into the onsite leachate evaporation <br /> pond in the North Area, or transported to a local municipal treatment facility. <br /> 1.2 Site Location <br /> 1.2.1 Site Location Map <br /> Provide a site location map which shows the exact location of the facility and includes <br /> the names of all access roads. Property boundaries should be delineated by township, <br /> range, and section. The physical address for the Forward site is 9999 South Austin <br /> Road, Manteca in San Joaquin County, California. The Compost Facility will be <br /> located in the southern portion of the property. The site is located in Section 3 of <br /> Township 1S, Range 7E, Mount Diablo Base-line and Meridian as shown of Figure 2. <br /> Access to the site is from Austin Road a rural two-lane, paved road oriented north/south <br /> connecting Mariposa Road to the north and ultimately connecting with Highway 99 to the <br /> south. Direct routes to Austin Road are provided by French Camp Road, Arch Road, <br /> Mariposa Road, Interstate 5, Highway 99, and Highway 120. <br /> There are three entrances to the site, all from Austin Road. The main entrance to <br /> the landfill is a 50-foot-wide paved road located at the northeast corner of the <br /> property. A secondary access road to the landfill is a 15-foot-wide gravel road located <br /> north of the South Fork. The entrance to the RRF and proposed Compost Facility is <br /> located about approximately 1,600 feet south of the main landfill entrance, south of <br /> the South Fork. The two roads on either side of the South Fork are easement <br /> maintenance roads. Current traffic flow is not impeded during site operations. <br /> 1.2.2 Site Facilities/Features <br /> These facilities/features apply to the site as a whole, inclusive of the landfill, RRF, <br /> and Compost Facility. <br /> Sanitary Facilities. <br /> There are no on-site sewage disposal system or leach lines. The sanitary facilities consist <br /> of a total of eight toilets at the site. Two portable toilets are located adjacent to the <br /> landfill office trailer, two are located within the office trailer, two are located at the <br /> RRF, one is in the maintenance yard at the landfill, and one is located on the bin storage <br /> pad at the landfill. The two portable toilets adjacent to the landfill office and the two toilets <br /> inside the office trailer are handicap-accessible. The locations will change with site <br /> development. <br /> Electricity. Pacific Gas and Electric Company (PG&E) provides primary electric service to the <br /> site. Electric power is provided to the office trailers (except the employee trailer at the RRF) <br /> and on site pumping facilities. <br /> Communications. AT&T provides telephone service to the site. Company offices and <br /> some vehicles operations are equipped with phones.
