operating day. If tonnage was figured from records of cubic yards, include the conversion
factor used. Describe provisions to handle unusual peak loadings in accordance with 14
CCR, Section 18227(i).
The permitted maximum daily throughput for the Compost Facility is 1,100 tons per day
(TPD) as allowed under SWFP No. 39-AA-0020. The maximum daily load capacity to the
Compost Facility will depend on the composting technology employed. Forward chooses
to operate with one primary composting technology (Alternative 1) and one back-up
technology (Alternative 2). The maximum daily load capacity for these two alternatives is
presented below. Additional alternatives may be investigated in the future.
Alternative 1. Compost Windrows Turned by Front End Loaders
The maximum daily load capacity for the Windrow Compost Facility turned by front end
loaders is approximately 640 TPD. This capacity is based on the following assumptions:
• Six-day per week operations.
• Up to approximately 8 acres for compost Windrows.
• Windrows are approximately 16 feet wide at the base with approximately 10
feet between each pair of Windrows to allow turning using front-end loaders.
• Windrows are approximately 8 feet high.
• Composting period is projected to be approximately 4 to 12 weeks, depending
on product desired.
• Curing period is projected to be approximately 1 to 6 months, depending on product
desired.
• 40 percent volume reduction during composting.
Alternative 2. Windrow Composting Using a Windrow Turning Machine
The maximum daily load capacity of the Windrow Compost Facility using a windrow
turning machine is approximately 1,100 TPD. This capacity is based on the following
assumptions:
• Six-day per week operations.
• Up to approximately 8 acres for compost Windrows.
• Windrows are approximately 18 feet wide at the base with approximately 8 feet
between Windrows for water addition and fire control.
• Windrows are approximately 8 feet high.
• Composting period is projected to be approximately 4 to 12 weeks depending on
product desired.
• 40 percent volume reduction after composting.
Forward Composting Facility RC51
7/20/09;Page 5 SWT Engineering
