2.0 COMPOST PROCESSING SITE DESIGN, MONITORING, AND SITE <br /> IMPROVEMENTS <br /> If the composting site is to be located on a closed landfill, adequate steps must be <br /> taken to avoid adverse impact to the closed landfill, including cover materials, monitoring <br /> systems, and any other control systems. A description of all impacts and all mitigation <br /> measures must be included in this section. <br /> Composting operations will not occur on an existing or closed landfill; however, the <br /> Compost Facility will be located on an area permitted for future WMUs. <br /> 2.1 Composting Site Design <br /> This section describes the design plans required for all operational aspects of the facility. <br /> The schematic drawings should reflect the facility layout and general dimensions of all <br /> processes utilized in the production of composting, including but not limited to, unloading, <br /> storage, processing, parking, and loading areas in accordance with 14 CCR, Section <br /> 18227(c). In addition to the design plans, a description should be provided which <br /> further describes the operations. <br /> 2.1.1 Site Plan <br /> A Site Plan should be included to show distances to and location of hydrants/outlets for <br /> water intended for fire control and moisture for compost piles/Windrows, equipment <br /> washdown or supply. The site plan should delineate the legal property limits of the site <br /> for which clear title is held by the applicant and/or any parcels leased. The site <br /> plan must be accurately drawn to scale and identify adjacent land uses, structures <br /> (buildings, water wells, sewage disposal systems, leach lines, power and telephone <br /> lines, canals, etc.) and easements on-site and within 1,000 feet of the site boundaries. <br /> Identify on the site plan the specific limits of the existing and planned composting <br /> area(s), showing relationships to property boundary lines and distances to the nearest <br /> structures. <br /> In 1973, when the Use Permit for the site was approved, the zoning designation for <br /> the area was Exclusive Agriculture (EA-10). The EA-10 zoning designation allowed landfill <br /> development subject to a Use Permit. The San Joaquin County General Plan (San Joaquin <br /> County Planning Department, 1976 and 1992) (General Plan) designation for the landfill is <br /> GA (General Agricultural) and the zoning is AG-40 (General Agriculture, 40-acre <br /> minimum lot size) (Figure 3), which also allows landfill development as a conditionally <br /> permitted use. The landfill (including the RRF) is designated as a Public Utility/Solid <br /> Waste Disposal Facility and is consistent with the General Plan and the zoning ordinances <br /> adopted pursuant to the General Plan. The landfill (including the RRF) is considered a <br /> major impact facility and is operated conditionally in the AG-40 zone under the Use <br /> Permit. <br /> Structures within 1,000 Feet of Site Boundaries <br /> Onsite. This section describes the ancillary facilities for the site as a whole, <br /> inclusive of the Forward Landfill, RRF and Compost Facility.
