Water. There are three water wells at the site. A 2,000-gpm well at the landfill entrance
facility, a 1,000-gpm well for fire and dust control at the rear of the RRF, and a 20-gpm for
domestic use located in the front of the facility. There will be an approximate 8,000-gallon
water tank located in the South Area near the Compost Facility operations area. On-site
water uses include site construction and waste disposal operations, RRF operations, dust
control, equipment maintenance operations, sanitary facilities, fire fighting, and emergency
situations. Bottled water is provided for drinking.
Sanitary Facilities. There are no on-site sewage disposal system or leach lines. The sanitary
facilities consist of a total of eight toilets at the site. Two portable toilets are located
adjacent to the landfill office trailer, two are located within the office trailer, two are
located at the RRF, one is in the maintenance yard at the landfill, and one is located on
the bin storage pad at the landfill. The two portable toilets adjacent to the landfill office and
the two toilets inside the office trailer are handicap-accessible. The locations will change
with site development.
Electricity. PG&E provides primary electric service to the site. Electric power is provided
to the office trailers (except the employee trailer at the RRF) and onsite pumping
facilities.
Communications. AT&T provides telephone service to the site. Company offices and
some vehicles used for site operations are equipped with phones. Two-way radios and cell
phones are also provided to personnel.
Right-of-Way. The eastern property line is also the Austin Road centerline; the Austin
Road right-of-way, owned by the County of San Joaquin, is approximately 60 feet wide.
Easement. The South Fork easement is shown in Figure 2.
Water Wells. There are three water wells at the site. A 2,000-gpm well at the landfill
entrance facility, a 1,000-gpm well for fire and dust control at the rear of the RRF, and a 20-
gpm for domestic use located in the front of the facility.
Offsite. Structures within 1,000 feet of the site boundaries are shown in Figure 3. Two
residences are located approximately 1,800 and 2,200 feet from the northeastern
corner of the site. A third residence is approximately 900 feet east of the site along the
southern bank of the South Fork.
Scales/Scale house. One scale is located in the southeast portion of the site to service
the RRF and composting operations. Incoming loads are monitored at the scale house
and all vehicular activities are regulated in accordance with the established hazardous
waste Exclusion Program/Load Checking Program. In the event that additional
capability is needed, the scales at the Forward Landfill can be utilized. The scale house
for the landfill has four scales and is located in the central portion of the site.
As shown in Figure 3, the current land use for the area surrounding the site is primarily
agricultural. The State of California operates the Northern California Youth Center,
about one mile north of the Forward site (Figures 2 and 3). A vacant women's
correctional facility is also located north of the site and other uses for it are currently
49 under consideration by the State.
Forward Composting Facility RCSI
7/20/09;Page 9 SWT Engineering
