b. Leachate Barrier Locations
Show the locations of leachate barriers on the plot plan. Indicate
whether leachate barriers are in place or to be installed.
There are no leachate barriers currently existing and/or proposed for the site.
C. Monitoring and Sampling Procedures
Describe monitoring and sampling procedures.
There are no leachate monitoring and sampling procedures proposed for the facility.
Runoff will be collected in a retention pond located in the southwest corner of the site.
Runoff will be sampled and monitored to meet pretreatment requirements or the site's
Storm Water Pollution Prevention Plan and Storm Water Monitoring Plan depending on
final disposal of collected water.
d. Leachate Volume
Estimate the volume of leachate to be handled and the manner of removal from the
control barrier system (periodic pumping, etc.).
As discussed previously, significant leachate generation is not anticipated.
e. Treatment, Storage and Discharge
Indicate the manner of treatment, storage and point of discharge of treated leachate.
Water collected in the retention ponds will either be evaporated, used during the
initial mixing of the compost, used for dust control, pumped to the on-site leachate
evaporation pond, or transported to a municipal treatment works depending on the quality
and quantity of collected water. Water used in the initial mixing of the compost will
bring the water content of the compost to proper levels.
f. Landfill Sites
For landfill sites, describe or show on the plot plan the location of current and
past control and monitoring facilities.
Forward does not plan to locate the Compost Facility on an existing or closed refuse fill
area.
2.1.8 Site Access
Provide a schematic drawing that displays access to the site, traffic routing, stacking
lanes, loading and unloading areas, storage and processing areas, parking, provisions
for turns across traffic, gate locations, traffic routing onsite, etc.
The entrance to the RRF/Compost Facility is all-weather surfaces. Onsite roads are
constructed, as needed. These onsite roads will be constructed with onsite soils,
crushed asphalt or aggregate, or both. The roads are maintained by site personnel.
Since the roads and entrance facility area are not paved, there is no thorough cleaning.
In addition, litter is raked or picked up by hand. Dirt tracked onto Austin Road by
vehicles entering and leaving the site is cleaned up by Forward personnel. The site is
graded to provide all-weather access.
Forward Composting Facility RCSI
7/20/09;Page 17 SWT Engineering
