Storage Areas. Extra equipment is stored in the equipment maintenance area and
storage yard at the landfill. Extra parts are stored in a trailer on the southwestern side
of the RRF building.
Parking Areas. Visitor and employee parking are on the east side of the RRF building
as shown on Figure 7.
Access. Access to the site is from Austin Road, a rural two-lane, paved road and is shown
in Figure 2. The access road to the RRF/Compost Facility is located about 1,600 feet
south of the landfill entrance road; south of the South Fork. There are no turning lanes
for traffic on Austin Road or stacking lanes within the site.
Unauthorized access to the RRF/Compost Facility is restricted by perimeter fencing and
lockable gates in accordance with 14 CCR, Section 17867(a)(5). Signs prohibiting
unauthorized access have been posted on the fence along the levee adjacent to the South
Fork and along Austin Road at approximately 300-foot intervals. The locations of the
access roads and perimeter fencing are shown in Figures 1 and 2.
All truck traffic backs up to either the tipping area or wood pile (depending on the load)
and drives out after dumping. The traffic flow into and out of the RRF/Compost
Facility for both incoming wastes and outgoing wastes and materials are shown in
Figure 7.
2.1.9 Development Stages
Include a schematic drawing detailing the sequence of development stages of the
composting operations.
A processing area at the Compost Facility will be developed, as needed, to manage
compostable materials being delivered to the site. Developing the Compost Facility in this
manner will allow Forward initially to construct and operate the facility with a low
throughput. This development plan will allow Forward to expand, as necessary, to meet
the demands of the Compost Facility users and the market conditions for finished compost
products.
2.1.10 Amendments and Additives
Indicate the amount of amendments or additives by volume.
Amendments and/or additives will be used in the compost process at this facility as
needed. Possible amendments/additives that may be used include, but are not limited
to: gypsum, lime, ash, rock phosphate, soil, logyard fines, sawdust, shavings, and
commercial fertilizers. These non-feedstock materials are received and stockpiled to
blend with compost or other compost feedstocks. Storage of these materials will occur at
the compost pad.
2.1.11 Physical Site Conditions Report
Provide a report that describes the following: (1) the classification of natural soils,(2) depth
to groundwater, (3) estimated maximum expected precipitation from storm conditions of a
25 year, 24-hour rainstorm event, and (4) the projected volume and matter of runoff
associated with a 25 year, 24-hour rainstorm event.
Forward Composting Facility RCSI
7/20/09;Page 18 SWT Engineering
