3.3.3 Standby Equipment <br /> Describe available standby equipment that will assure ongoing compliance with the State <br /> Minimum Standards (14 CCR, Section 18227(e)). If standby equipment is not available <br /> onsite, provide an up-to-date list of firms who can supply replacement units. <br /> Forward continually evaluates the need for additional equipment for facility's operations. <br /> For situations that require standby, specialized, or additional equipment, Forward first <br /> utilizes available equipment from the landfill's operation. If this equipment is not <br /> available, Forward will lease/rent and/or contract the appropriate equipment from <br /> local contractors or suppliers located within an approximate 20-mile radius of the <br /> site. Forward has established contract agreements with the following local <br /> contractors and suppliers: <br /> • Holt Brothers <br /> Charter Way, Stockton <br /> • John Deere <br /> Charter Way,Stockton <br /> • J & M Equipment <br /> Charter Way, Stockton <br /> • Case Power and Equipment <br /> Charter Way, Stockton <br /> 3.3.4 Housekeeping <br /> Describe procedures for housekeeping which will minimize accumulations of fuel drums, <br /> parts, inoperable equipment, tires, scrap and similar items and availability of storage <br /> areas that are reasonably screened from outside the facility boundary. <br /> Housekeeping is accomplished by permanent employee duty assignments with daily <br /> inspections to assure compliance. The RRF/Compost Facility does not accept, or <br /> maintain, fuel drums or tires. The parts are stored in a trailer on the south side of the <br /> RRF building. All of the equipment at the RRF/Compost Facility is needed for <br /> RRF/Compost Facility operations. All inoperable equipment is promptly repaired. All <br /> scrap metal is salvaged. Loose materials and litter cleanup is performed on a regular <br /> basis. The RRF/Compost Facility is screened from Austin Road on the south and west <br /> sides by a 5-foot high vegetated earthen berm. <br /> 3.4 Materials Handling Activities <br /> 3.4.1 Confined Unloading <br /> Describe procedures for ensuring confined unloading. Include adequate controls for wind- <br /> blown materials. <br /> The unloading area will have appropriate signs and will be staffed by Forward personnel, <br /> who will direct loads to the appropriate areas. The unloading areas are shown in <br /> Figure 7. <br /> The load inspection process begins at the RRF. All loads, except for special <br /> handling wastes such as wood wastes and wastes not needing any <br /> preprocessing, are brought to the RRF and separated.
