3.5.4 End Use <br /> State the intended use of the compost. <br /> Forward will produce a range of products and will market all of the compost produced by <br /> the Compost Facility. Forward is investigating potential uses such as top soil amendments, <br /> mulch ingredients, and/or soil conditioners. Material may be produced in both bulk <br /> and bagged forms. Some of the product may be utilized on-site for soil amendment <br /> and/or ADC. Nonrecoverable or nonmarketable residue will not be stored longer <br /> than 48 hours at the facility. The residues will be removed and transferred for <br /> disposal at the landfill working face of the landfill in accordance with 14 CCR, <br /> Section 182270). <br /> 3.5.5 End Product <br /> Describe the process used to ensure that the end product, excluding noncompostable <br /> waste, is innocuous and free of sharp-edged particles that have the potential to be <br /> harmful to human health and safety. In addition, describe the process to be used to <br /> ensure that the end product shall not exceed the Soluble Threshold Limit Concentration <br /> or the Total Threshold Limit Concentration specified in 22 CCR, Section 66261.24 or the <br /> maximum concentration of contaminants specified in Title 40 of Code of Federal <br /> Regulations, Part 261.24. <br /> Forward will follow a process to ensure that compost end product is innocuous and free of <br /> sharp edges and particles that have the potential to be harmful to human health and <br /> safety. The quality of the end product will depend on the product's use. The highest <br /> quality end product would be used as top soil amendment. Forward will follow the <br /> sampling and analysis requirements, as discussed in previous sections, to ensure <br /> that all compost products meets regulatory requirements for the protection of human <br /> health and safety. All products will be screened and free of sharp-edged particles. <br /> 3.5.6 Environmental Health Standards <br /> Describe the process used to ensure that all end products, excluding noncompostable <br /> waste, have met environmental health standards for maximum metal concentration and <br /> pathogen reduction. <br /> Forward will follow processes to ensure that compost end products meet environmental <br /> health standards for maximum metal concentrations and pathogen reduction. A <br /> composite sample will be analyzed for every 5,000 cubic yards of compost. <br /> Compost product which exceeds the maximum metal concentrations or maximum <br /> acceptable pathogen concentrations shall be designated by the appropriate State <br /> or Federal jurisdiction for another use, including disposal, additional processing, or <br /> other use. The maximum acceptable metal concentrations are presented in Table <br /> 2.3. All tests for metal concentrations will be conducted at a certified lab. <br /> The density of fecal coliform in the stabilized compost will be less than 1,000 Most <br /> Probable Number (MPN) per gram of total solids on a dry weight basis, or the <br /> density of Salmonella bacteria in the stabilized compost will be less than 3 MPN <br /> is per 4 grams of total solids on a dry weight basis. <br /> Forward Composting Facility RCSI <br /> 7/20/09;Page 42 SWT Engineering <br />
