Active compost containing biosolids waste will be operated at the minimum temperature <br /> and process time requirements presented in Table 2.4. <br /> 3.5.7 Compliance Monitoring Program <br /> Describe the compliance monitoring program established to achieve compliance <br /> with the environmental health standards.. <br /> Forward will follow a compliance monitoring program as required by 14 CCR, <br /> Section 17868.1 for biosolids composting facilities and mixed solid waste <br /> composting facilities. <br /> Biosolids. Active compost containing biosolids will be monitored for metals, pathogen <br /> density, and active compost temperature at the frequency listed in Table 2.5. <br /> To meet the requirements of 14 CCR, Section 17868.1, at least one composite sample will <br /> be analyzed for every 5,000 cubic yards of compost produced. <br /> A composite sample will consist of twelve mixed samples of equal volume. <br /> Four samples will be extracted from within the compost pile, each at a different <br /> cross-section as follows: <br /> • One-half the horizontal width of the pile <br /> • One-fourth the horizontal width of the pile <br /> • One-eighth the horizontal width of the pile <br /> At least one temperature reading will be taken daily per either 150 feet of <br /> Windrow, or fraction thereof, or for every 200 cubic-yards of active compost, or <br /> fraction thereof. <br /> Daily temperature measurements shall be measured for pathogen reduction as follows: <br /> • Windrow composting processes shall be monitored 12 to 24 inches below <br /> the pile surface. <br /> • Aerated static pile composting processes (if proposed in the future) shall be <br /> monitored 12 to 18 inches from the point where the insulation cover meets the <br /> active compost. <br /> Mixed Solid Waste. The applicable environmental health standards for composting mixed <br /> solid wastes are as follows: <br /> (1) At least one composite sample shall be tested for every 5,000 cubic yards of mixed <br /> solid waste compost produced. The samples shall meet the metals standards <br /> in Table 2.3 and pathogen density requirements. <br /> (2) Measure moisture and oxygen content of active compost on a weekly <br /> basis at the point of temperature measurement. <br /> As previously mentioned, records of moisture and temperature monitoring will be <br /> maintained at the facility. <br /> Forward Composting Facility RCSI <br /> 7/20/09;Page 43 SWT Engineering <br />
