3.6 Compost Facility Controls <br /> If the composting facility is to be located on a closed landfill, leachate control, and <br /> monitoring systems for the composting facility shall be separate from those for the closed <br /> landfill(14 CCR, Section 18227(d)). <br /> Forward does not plan to locate the Compost Facility on a closed landfill. Forward <br /> operates a landfill on land north of the South Fork. <br /> 3.6.1 Vector and Bird Control <br /> Describe methods to control or prevent the propagation, harborage or attraction of flies, <br /> rodents, or other vectors and to minimize bird problems (14 CCR, Section 18227(d)). <br /> Due to the innocuous nature of compost compared to refuse, rodents, birds, and other <br /> vectors are not expected to be a problem at the Compost Facility. Residue will not be <br /> stored longer than 48 hours onsite and good housekeeping practices will be employed. <br /> Typical high temperatures maintained in the active compost are sufficient to kill pathogens, <br /> insect larvae, and insects. To discourage the potential for insect development, <br /> standing water will not be allowed. Fly bait traps are used throughout the facility <br /> to capture live flies and inspected on a weekly basis. Controlled spraying will be <br /> implemented by a professional pest management company, as necessary. In <br /> addition, fly monitoring will be conducted on a routine basis. <br /> Traps and/or bait stations for rodents, insects/flies, and birds will be inspected <br /> on a weekly basis by Forward Inc. personnel and are maintained, as needed. If <br /> necessary, a daily monitoring program would be developed to identify and record any <br /> vector problems that arise. If these measures are not sufficient, a vector eradication <br /> program will be developed and implemented using professional pest management <br /> services as necessary. In this case, routine inspection and monitoring of the site will be <br /> conducted by the LEA. <br /> Rodents and Insects. The Compost Facility/RRF will receive minimal quantities of <br /> wastes that may attract rodents and insects, thus minimizing the food and <br /> habitat. In addition, timely removal of the wastes, and keeping the storage of <br /> waste overnight to a minimum, minimizes the presence of rodents and insects. <br /> Forward has a professional pest management company on retainer for advice and <br /> services, as needed. Insects have not been a nuisance at the site. <br /> Birds. The facility mainly accepts wastes which do not attract birds. The wood chipping <br /> operations are conducted outside but are not attractive to birds. Under normal <br /> operations, wastes are processed within 24 hours. Additionally, nuisance birds will be <br /> controlled by reducing litter through the litter collection program. <br /> Records of monitoring and any corrective measures taken to address infestations, should <br /> they occur, are maintained at the RRF/Compost Facility. <br /> 3.6.2 Odor Control <br /> Describe procedures to identify and prevent odor nuisances (14 CCR, Section 18227(d)). <br /> Odor generation at composting facilities tends to fluctuate, rising at the start of <br /> composting and dropping quickly.
