4.0 MAINTENANCE PROGRAM
4.1 Facility Maintenance Program
Describe the facility maintenance program. The regulations require, at a minimum, that the
operator frequently monitor and promptly repair or correct deteriorated or defective
conditions with respect to requirements of the standards and conditions established by
the LEA or other approval agencies.
Equipment maintenance is conducted daily. The Compost Facility/RRF will be maintained
regularly by trained personnel. Maintenance will include the control and removal of
windblown litter, removal of residue, maintenance of material stockpiles, and general good
housekeeping of the site. Roads will be watered, as necessary, to reduce dust and will
be graded, as needed, to remove any uneven surfaces. Litter and residue will be
consolidated daily and transferred for disposal on a regular basis at the working face of the
landfill. Equipment will be maintained, as previously described.
The construction, operation, and maintenance of the Compost Facility will be governed by the
conditions of the land Use Permit No. U91-12 issued by San Joaquin County. Forward
will comply with and implement special land use conditions as the Compost Facility develops.
Forward Composting Facility RCSI
7/20/09;Page 48 SWT Engineering
