5.0 HEALTH AND SAFETY PROGRAM 5.1 Sanitary Facilities Describe sanitary facilities for the facility personnel available at the facility or in the immediate vicinity Portable toilets are provided and serviced twice a week. A total of seven portable toilets are at the site. Two handicap-accessible portable toilets are located adjacent to the landfill office, two are located at the RRF, one is in the maintenance yard, one is located near the Eastern ash disposal pit, and one is located on the bin storage pad. Hand washing facilities are located in, or near, each portable toilet and an additional facility is near the landfill office trailer. There are no on-site sewage disposal system or leach lines. The sanitary facilities consist of a total of eight toilets at the site. Two portable toilets are located adjacent to the landfill office trailer, two are located within the office trailer, two are located at the RRF, one is in the maintenance yard at the landfill, and one is located on the bin storage pad at the landfill. The two portable toilets adjacent to the landfill office and the two toilets inside the office trailer are handicap-accessible. The locations will change with site development. 5.2 Water Supply Describe the source of potable water and the location where drinking water is available to the facility personnel. Bottled water is provided for drinking. There are three water wells at the site. A 2,000- gpm well at the landfill entrance facility, a 1,000-gpm well for fire and dust control at the rear of the RRF, and a 20-gpm for domestic use located in the front of the facility. An approximate 8,000-gallon water tank will be located in the South Area near the Compost Facility operations area. Water uses include site construction and waste disposal operations, RRF operations, compost process water, dust control, equipment maintenance operations, sanitary facilities, fire fighting, and emergency situations. 5.3 Communications Facilities Describe communications facilities available to facility personnel. AT&T provides telephone service to the site. The site offices and vehicles used for site operations are equipped with phones. The site has telephone lines for both business and emergency use (14 CCR, Section 17867(a)(9). Two-way radios and cell phones are also provided to personnel. 5.4 Lighting if operations are to be conducted at night, describe provisions for providing the facility and/or equipment with adequate lighting as approved by the LEA to ensure safety, to permit monitoring effectiveness of cleaning operations, and for inspection of loaded vehicles. PG&E provides the primary electric service to the site. Electric power is provided to the office trailers and on site pumping facilities.
