5.0 HEALTH AND SAFETY PROGRAM <br /> 5.1 Sanitary Facilities <br /> Describe sanitary facilities for the facility personnel available at the facility or in <br /> the immediate vicinity <br /> Portable toilets are provided and serviced twice a week. A total of seven portable toilets <br /> are at the site. Two handicap-accessible portable toilets are located adjacent to the <br /> landfill office, two are located at the RRF, one is in the maintenance yard, one is located <br /> near the Eastern ash disposal pit, and one is located on the bin storage pad. Hand <br /> washing facilities are located in, or near, each portable toilet and an additional facility <br /> is near the landfill office trailer. <br /> There are no on-site sewage disposal system or leach lines. The sanitary facilities consist <br /> of a total of eight toilets at the site. Two portable toilets are located adjacent to the <br /> landfill office trailer, two are located within the office trailer, two are located at the <br /> RRF, one is in the maintenance yard at the landfill, and one is located on the bin storage <br /> pad at the landfill. The two portable toilets adjacent to the landfill office and the two toilets <br /> inside the office trailer are handicap-accessible. The locations will change with site <br /> development. <br /> 5.2 Water Supply <br /> Describe the source of potable water and the location where drinking water is <br /> available to the facility personnel. <br /> Bottled water is provided for drinking. There are three water wells at the site. A 2,000- <br /> gpm well at the landfill entrance facility, a 1,000-gpm well for fire and dust control at the <br /> rear of the RRF, and a 20-gpm for domestic use located in the front of the facility. An <br /> approximate 8,000-gallon water tank will be located in the South Area near the Compost <br /> Facility operations area. Water uses include site construction and waste disposal <br /> operations, RRF operations, compost process water, dust control, equipment <br /> maintenance operations, sanitary facilities, fire fighting, and emergency situations. <br /> 5.3 Communications Facilities <br /> Describe communications facilities available to facility personnel. <br /> AT&T provides telephone service to the site. The site offices and vehicles used for site <br /> operations are equipped with phones. The site has telephone lines for both business <br /> and emergency use (14 CCR, Section 17867(a)(9). Two-way radios and cell phones are <br /> also provided to personnel. <br /> 5.4 Lighting <br /> if operations are to be conducted at night, describe provisions for providing the facility <br /> and/or equipment with adequate lighting as approved by the LEA to ensure safety, to <br /> permit monitoring effectiveness of cleaning operations, and for inspection of loaded vehicles. <br /> PG&E provides the primary electric service to the site. Electric power is provided to the office <br /> trailers and on site pumping facilities.
