FOURTH QUARTER 2008 GROUNDWATER TREATMENT FACILITY MONITORING REPORT <br /> FORWARD LANDFILL WDR ORDER NO.R5-2003-0080 <br /> TABLE 1 <br /> Monthly Average Effluent Flow Rates <br /> Fourth Quarter 2008 Groundwater Treatment Facility Monitoring Report, <br /> Forward Landfill WEIR Order No.R5-2003-0080 <br /> Average Flow Rate <br /> Month (gallons per day) <br /> October 299,000 <br /> November 151,000 <br /> December 194,000 <br /> At the beginning of fourth quarter 2008,EW-1 and EW-2 were operational,and the GTF <br /> effluent was discharging to the infiltration pond. <br /> The GTF lost power and shut down on October 1,2008,after an automobile struck a power <br /> pole near the landfill.The GTF experienced intermittent power losses after the collision until <br /> October 15,2008,while utility workers repaired the damaged power lines. <br /> The GTF was shut down on October 15,2008,and the air stripper packing material was <br /> replaced with new packing material during October 15 and 16,2008.This non-routine <br /> preventive maintenance was conducted to prevent further compaction of the packing <br /> material because of excessive wear.Approximately 7 cubic yards of waste packing material <br /> were characterized for disposal and disposed of on-site at Forward Landfill.The GTF was <br /> restarted on October 16,2008. <br /> The GTF was shut down on October 29,2008,and new flow meters were installed at EW-1, <br /> EW-2,and on the influent conveyance to the air stripper.The new meter installations at <br /> EW-2 and the influent conveyance to the air stripper were completed on October 29,2008, <br /> and the GTF was restarted at the end of the work shift with only EW-2 operating.The meter <br /> installation at EW-1 was completed and EW-1 was restarted on October 30,2008. <br /> The GTF shut down because of a power outage on December 9,2008. During a site visit on <br /> December 12,2008,a technician determined that the GTF autodialer was not functioning <br /> properly.The autodialer was not calling the programmed numbers to deliver a warning <br /> message under alarm conditions.The technician interrogated the autodialer program setup <br /> i parameters and determined that the setup parameters were correctly entered and that a <br /> manufacturer's technician was needed to perform additional troubleshooting. A manu- <br /> facturer's technician called the autodialer on December 17,2008,and determined that <br /> certain set points had been disabled. The manufacturers technician reprogrammed the <br /> autodialer remotely.The autodialer was tested by artificially forcing alarm conditions.The <br /> autodialer then called the programmed numbers and delivered the proper warning <br /> messages. <br /> The GTF shut down on December 25,2008. A technician received the alarm notification <br /> from the autodialer and restarted the GTF during the morning of December 25,2008.The <br /> cause of the shutdown was not determined. <br /> CH2M HILL reviewed the 2008 GTF influent flow rate data set and observed that the flow <br /> rate decreased during 2008. CH2M HILL recommends that EW-1 and EW-2 be rehabilitated <br /> to increase well productivity.Well rehabilitation activities and results will be discussed in <br /> the First Quarter 2009 Groundwater Treatment Facility Monitoring Report. <br /> RDDI090210008(NLH3955.DOC) 2 <br />
