(Forward), GeoLogic Associates (GLA) is submitting this <br /> summary report for the Forward Landfill groundwater treatment facility(GTF) to fulfill <br /> the requirements established by Waste Discharge Requirements (WDRs) Order No. R5- <br /> 2003-0080. <br /> The Forward Landfill is an active facility located at 9999 South Austin Road in Manteca, <br /> California. Following detection of volatile organic compounds (VOCs) in groundwater, a <br /> Corrective Action Program (CAP) was implemented at the site in 1994 which includes <br /> two groundwater extraction wells (EW-1 and EW-2)that pump groundwater through an <br /> air stripper treatment system to remove VOCs. The treated groundwater is discharged to <br /> an infiltration pond north of the Austin Road Unit of the Forward Landfill. Included <br /> herein is a summary of the water quality monitoring results for the GTF at the Forward <br /> Landfill for the first quarter 2009. <br /> CAP MONITORING PROGRAM RESULTS <br /> Under WDR Order No. R5-2003-0080, effluent monitoring consists of monthly analysis <br /> for pH and volatile organic compounds (VOCs), and effluent monitoring consists of a <br /> continuous record of flow; monthly analysis of pH, specific conductance(EC), and <br /> VOCs; quarterly analysis for total dissolved solids (TDS); and annual analysis of 24 <br /> metals. In addition, influent is monitored semiannually for pH, EC, turbidity, and VOCs. <br /> As of March 2009, Del-Tech Geotechnical Support Services (Del-Tech) took over the <br /> operation and maintenance(O&M) duties for the GTF form CH2MHILL, which provided <br /> O&M services in January and February 2009. Inspections for the Forward Landfill GTF <br /> are performed on a bimonthly basis. The results of the bimonthly inspections are <br /> presented below and summarized in Table I and the field monitoring logs and laboratory <br /> results are attached. <br /> Operational Summary- As shown in Table 1, between January I and March 30, 2009 the <br /> CAP system operated continuously and treated approximately 19.654 million gallons of <br /> 16885 W.
