organic results for the Forward Unit indicate that acetone and trans-l,4-dichloro-2-butene
were measured above the PQL in the samples collected from wells MW-19 and
DW-9690, respectively. In addition, PCE, and TCE were detected at estimated trace
concentrations in the sample collected from well MW-14. CLs were exceeded for one or
more monitoring parameters in samples from seven wells. In accordance with the
RPCMP, inorganic exceedances of CLs that are potential impact constituents will be
resampled in November 2010 (during the fourth quarter 2010 sampling event), and a
second independent sample will be collected in December 2010. The results of the two
retests will be submitted to DTSC and RWQCB under separate cover.
During the July, August, and September 2010 inspections, the CEHD measured methane
concentrations exceeding the regulatory limit of five percent in perimeter soil-pore gas
probe GP-11. In response to elevated methane concentrations measured in this probe,
Forward has prepared a landfill gas remediation plan which has been submitted to the
CEHD and Cal Recycle.
3.0 AUSTIN UNIT
3.1 WATER QUALITY MONITORING
3.1.1 Sampling and Laboratory Analyses
During the third quarter 2010, depth-to-water measurements were recorded and the
Austin Unit's DMP and CAP groundwater monitoring wells were sampled by Del-Tech
between August 19 and 23, 2010. Surface water stations were inspected and samples
were collected from surface water station ASW-1 on August 20, 2010, while station
ASW-2 was reported dry.
Samples were collected from each sample point with sufficient liquid and submitted to
TestAmerica for analysis of the parameters stipulated in RWQCB Order No. 85-2003-
0049. Table 2-1 presents the monitoring schedule and summarizes the analytical
methods utilized during the current monitoring period. Water quality samples were also
analyzed in the field for dissolved oxygen, turbidity, temperature, specific conductance,
and pH and recorded on well data sheets. The groundwater monitoring wells and
leachate were sampled in accordance with the sampling and analysis procedures detailed
in Appendix B. The well data sheets, raw laboratory data, certificates of analyses, and
chain-of-custody records related to the sampling program are included in Appendix C.
Field and laboratory analyses are summarized in Tables 3-1 through 3-6.
3.1.2QA/QC Results
The QA/QC program completed for the third quarter 2010 water quality monitoring event
at the Austin Unit included analyses of one field blank, one trip blank, and four
laboratory method blanks. The trip, field, and equipment blanks were analyzed for VOCs
by EPA Method 8260 and method blanks were analyzed for all required analyses. The
D:\2010_0013\FA_3Q Mdoc
8
